As reported by Thu Ky Luat to its Customers and Members, according to the provisions of the Law on Education 2019, from July 1, 2020, the standardized training level for teachers will be raised compared to the regulations in the Law on Education 2005, specifically:
- For preschool teachers: Must have a college degree in pedagogy or higher. (Current regulation only requires a pedagogical intermediate diploma).
- For primary, lower secondary, and upper secondary school teachers: Must have a bachelor's degree in teacher training or higher. (Current regulation requires a pedagogical intermediate diploma for primary school teachers; a college diploma in pedagogy or a college diploma along with a certificate in pedagogical training for lower secondary school teachers).
In cases where a subject lacks teachers with a bachelor's degree in teacher training, they must have a bachelor's degree in a relevant major and a certificate in pedagogical training.
It can be seen that raising the training standard to the university level is in accordance with the spirit of Resolution 29-NQ/TW which states: "Towards all primary school teachers, lower secondary school teachers, teachers, and lecturers at vocational education institutions must have a university degree or higher, with pedagogical competence".
So, does this raise in the standardized training level affect teachers' salaries?
Thu Ky Luat responds in the affirmative. It can be observed that, according to current regulations, the salary of teachers as public employees is paid according to the professional title standards they are recruited into. New teachers will have the lowest professional title, thus, they will receive the lowest salary. Currently, the Education sector does not have a separate salary scale, but the raised standardized training level for preschool, primary, and lower secondary school teachers is also the basis to start the salary level for teachers at these educational levels, logically it has also been raised - Mr. Hoang Duc Minh - Director of the Department of Teachers and Educational Administrators (Ministry of Education and Training of Vietnam) stated.
He also added that the projected new salary calculation will no longer have the concept of basic salary but will be an initial amount, which will then be derived to higher levels. Initially determining the salary level with an amount and coefficients elevated by the training level will show that the salaries of teachers, especially for preschool, primary, and lower secondary schools, will be raised compared to the current system, particularly for new teachers.
For primary school, the training level of teachers will be raised from intermediate to university, this is also the educational level with the most significant change in salary. Currently, according to Joint Circular 21/2015/TTLT-BGDDT-BNV, the initial salary for primary school teachers with an intermediate diploma is 1.86; with a university degree, it is 2.34 - thus, when the training level is raised, the increase in primary school teacher salaries is substantial.
