Increase in Support Levels for Aquaculture Affected by Natural Disasters and Epidemics

The content is detailed in Circular 33/2013/TT-BTC issued by the Ministry of Finance providing guidelines for amending and supplementing Article 2 of Circular 187/2010/TT-BTC dated November 22, 2010, by the Ministry of Finance, stipulating mechanisms and policies to support plant varieties, livestock, and aquaculture to restore production in areas damaged by natural disasters and epidemics.

To ensure the livelihood of the people, Circular 33/2013/TT-BTC has increased the level of support for those raising aquatic animals that suffer damage due to natural disasters and epidemics. Specifically, the new regulation provides support levels as follows:

- Traditional fish farming areas with damage over 70%, support from 7,000,000 – 10,000,000 VND/ha; damage from 30-70%, support from 3,000,000 – 7,000,000 VND/ha;- Extensive shrimp farming areas with damage over 70%, support from 4,000,000 – 6,000,000 VND/ha; damage from 30-70%, support from 2,000,000 – 4,000,000 VND/ha;- Intensive black tiger shrimp farming areas with damage over 70%, support from 6,000,000 – 8,000,000 VND/ha; damage from 30-70%, support from 4,000,000 – 6,000,000 VND/ha;- Intensive whiteleg shrimp farming areas with damage over 70%, support from 20,000,000 – 30,000,000 VND/ha; damage from 30-70%, support from 10,000,000 – 20,000,000 VND/ha;- Clam farming areas with damage over 70%, support from 40,000,000 – 60,000,000 VND/ha; damage from 30-70%, support from 20,000,000 – 40,000,000 VND/ha;- Pangasius farming areas with damage over 70%, support from 20,000,000 – 30,000,000 VND/ha; damage from 30-70%, support from 10,000,000 – 20,000,000 VND/ha;- Cages and rafts for farming with damage over 70%, support from 7,000,000 – 10,000,000 VND/100m3 of cage; damage from 30-70%, support from 3,000,000 – 7,000,000 VND/100m3 of cage.

Based on the method, target, stocking density according to farming standards, and actual damage to breeds, the Chairmen of Provincial People's Committees, centrally-run cities shall decide specific support for affected households as per the above regulations, and apply support for households raising similar types of aquaculture not exceeding the stipulated support levels.

In cases of support in the form of plant breeds, animal breeds, and aquaculture breeds in kind, the support level is equivalent to the cash support converted at the price at the time of support.
