This content has been specifically regulated in Circular 06/2016/TT-BGDDT issued by the Ministry of Education and Training on March 21, 2016.
Accordingly, Circular 06 stipulates the cases where one can change the destination country for studying abroad:
- The scholarship program offers options regarding the destination country;- The applicant has submitted applications to at least three educational institutions in the accepted country with the support of the admission unit but has not been accepted by any institution;- The admission quota in the country to which the transfer is applied has not been exhausted;- Has been accepted by a reputable educational institution (offering programs accredited by national or international professional associations, educational accreditation organizations, or programs allowed by authorized agencies to manage, conduct training, and issue degrees in cases where the country has not implemented or issued a list of accredited programs or educational institutions) in the country to which the transfer is applied;- The training cost at the educational institution in the country to which the transfer is applied must be lower than or equal to the training cost at the educational institution in the accepted country. In cases where the training cost is higher, the applicant must arrange the excess cost themselves.
Additionally, Circular 06 also stipulates that changing the field of study is allowed when the requested field of study is identified as the same group of majors in the Level III education and training list for college, university, master’s, and doctoral levels.
