Decree 31/2015/ND-CP guiding the Law on Employment 2013 regarding the assessment and issuance of national vocational skill certificates was promulgated on March 24, 2015.

Decree 31/2015/ND-CP regulates that organizations assessing vocational skills are temporarily suspended from operation for up to 06 (six) months in the following cases:
- At the time immediately before conducting the assessment, issuance of national vocational skills certificates, they no longer meet one of the conditions specified in Article 3 of this Decree;
- Losing the results of the knowledge test, the results of the practical test of the participants, or not retaining these results as required by the law on archiving.
Additionally, the Decree stipulates that organizations assessing vocational skills will have their certification revoked in the following cases:
- Falsifying contents in the dossier to be granted a certificate;- Engaging in acts that interfere with altering the knowledge test results, the practical test results of the participants;- Falsifying knowledge test results, practical test results for non-participants or requesting national vocational skills certificates for non-participants;- Failing to conduct activities for assessing, issuing national vocational skills certificates within 24 months from the date of certification;- Failing to take remedial measures after the suspension period or taking measures that do not meet the requirements of the competent authority;- Due to merging, consolidating with another organization; being dissolved, bankrupt, or ceasing operations according to the law.
Within 10 working days from the date of detecting the violating behavior stipulated in Clauses 1 and 2 of this Article, the Ministry of Labor - Invalids and Social Affairs must decide to temporarily suspend operations or revoke the issued certificates.
Within 30 days from the date of being suspended or having the certification revoked, the organization assessing vocational skills is responsible for resolving the rights and obligations with relevant organizations and individuals.
