At the same time, Resolution 27-NQ/TW also outlines a roadmap for salary increases for officials and public employees from 2021 to 2030, with changes in salaries during this period as follows:

- In 2021, the lowest salary of officials and public employees will be equal to the average lowest salary across regions in the enterprise sector.

- Periodically adjust the salary level to match the consumer price index, economic growth rate, and the state budget's capacity.

- By 2025, the lowest salary of officials and public employees will be higher than the average lowest salary across regions in the enterprise sector.

- By 2030, the lowest salary of officials and public employees will be equal to or higher than the minimum salary of the highest region in the enterprise sector.

Based on the provisions mentioned above, the salary of officials and public employees in 2021 will no longer rely on the statutory pay rate; instead, the salary of officials and public employees will be calculated based on several factors, including the average lowest salary across regions in the enterprise sector. This will help officials and public employees improve their salary and income compared to current levels.
