In 2020, Teachers' Salaries Will Be Determined Based on the Complexity of Their Work

Education Law 2019 was passed by the XIV National Assembly on June 14, 2019, and this Law comes into effect from July 1, 2020. Besides the general provisions on education policy and the national education system, the Education Law 2019 also contains many other noteworthy contents related to teachers, among which the most concerned issue is certainly that teachers' salaries will have many new points.

To be specific, Article 76 of the Education Law 2019 prescribes teachers' salaries as follows:

Article 76. Salary

Teachers are arranged salaries suitable to their job positions and professional labor; given priority to enjoy special occupational allowances under the regulations of the Government of Vietnam.

Teachers will be paid according to their job positions and the complexity of the profession starting in 2020. This new salary policy embodies the spirit of salary policy reform according to Resolution 27/NQ-TW of the Central Committee.

In Resolution 27/NQ-TW on reforming the salary policy for cadres, public employees, and officials of the 12th Central Committee of the Communist Party, there will no longer be seniority allowances, position allowances, responsibilities,... All allowances will be incorporated into the new salary structure (accounting for about 30% of the total salary fund). A professional salary scale will be built according to the rank of officials and public employee titles, which applies universally to officials and public employees who do not hold leadership titles. Each rank of officials and public employee titles will have multiple salary levels based on the principles:

- Same job complexity level, same salary;

- Higher-than-normal labor conditions and occupational incentives will be implemented through occupational allowance policies.

As a result, teachers' salaries will no longer be multiplied by the statutory pay rate plus allowances as before. This salary reform for teachers will bring a breath of fresh air, bringing joy to millions of teachers nationwide, contributing to eliminating inadequacies and negative issues in the education sector.
