In 2018, Teachers Can Only Be Promoted Through Recruitment or Examination

Teachers under consideration for professional rank promotion must go through 3 steps

Kindergarten, primary, lower secondary, and upper secondary school teachers under consideration for rank promotion must undergo 3 steps, which include: evaluation, scoring of the application, and examination. Depending on the level of rank promotion, the procedures will vary.

For kindergarten and primary teachers from rank IV to rank III; lower secondary and upper secondary teachers from rank III to rank II, rank promotion is considered through evaluation and scoring of the application.

Meanwhile, in addition to evaluation and scoring of the application, kindergarten and primary teachers from rank III to rank II; lower secondary and upper secondary teachers from rank II to rank I must also undergo an examination. The examination can be conducted through a survey test or an interview.

The aforementioned content is based on Circular 28/2017/TT-BGDDT.

No requirement for professional training certificates and work duration for teachers sitting for rank promotion exams

This content is stipulated in Circular 20/2017/TT-BGDDT and applies to cases participating in the rank promotion exam organized before December 31, 2018.

Similar to the rank promotion evaluation, participants in the rank promotion exam for professional titles of teachers must also meet certain conditions such as the educational institution requiring the job position of the registered professional title and being nominated by the competent authority; being evaluated for good performance for 3 consecutive years and having certificates of training, professional competence.

However, teachers participating in the rank promotion exam organized before December 31, 2018, are not yet required to have training certificates according to professional title standards and are not yet required to meet conditions regarding the duration of holding the nearest rank to the exam rank for a minimum of one (01) year or more.

Additionally, teachers also have to take exams in general knowledge, professional subjects, and information technology and foreign languages.
