Regarding this matter, LawNet would like to answer as follows:
On April 4, 2024, the Prime Minister issued Decision 279/QD-TTg approving the Scheme "Enhancing capacity for legal reporters and legal propagandists to implement legal popularization and education in ethnic minority and mountainous regions during the 2024-2030 period."
Improving the competence of legal reporters in ethnic minority and mountainous regions in Vietnam
Specifically, the tasks and solutions in the Scheme "Improving the competence of legal reporters and legal propagandists to implement legal popularization and education in ethnic minority and mountainous regions during the 2024-2030 period" are mentioned as follows:
(1) Raising the awareness, promoting the roles and responsibilities of agencies, organizations, and individuals
- Organizing extensive communication activities to unify the understanding of Party committees, authorities, agencies, organizations, and teams carrying out legal popularization and education, especially at the grassroots level, regarding the position and role of legal popularization and education activities in general, as well as legal reporters and legal propagandists in ethnic minority and mountainous regions in particular.
- Coordinating councils at all levels to strengthen guidance and instructions for improving the quality and effectiveness of legal reporters and legal propagandists in ethnic minority and mountainous regions.
(2) Reviewing, researching, proposing, and improving the regulations and support policies for legal reporters and legal propagandists in ethnic minority and mountainous regions
- Reviewing, researching, and proposing solutions to improve regulations concerning legal reporters and legal propagandists; issuing new or amending priority policies with specific characteristics to attract the participation of lawyers, legal experts, legal professionals, village elders, hamlet and village chiefs, religious dignitaries, and individuals with prestige in the community to enhance the quality, effectiveness, and responsibility of these teams in participating in legal popularization and education in ethnic minority and mountainous regions.
- Studying and learning from foreign experiences to improve the policies, institutional frameworks, and models for improving the capacity of legal reporters and legal propagandists in general, as well as legal reporters and legal propagandists in ethnic minority and mountainous regions.
(3) Building and developing a team of legal reporters and legal propagandists in ethnic minority and mountainous regions, ensuring sufficient quantity and effective activities
- Organizing evaluations of the quality and effectiveness of legal reporters and legal propagandists in ethnic minority and mountainous regions; proposing measures to strengthen and supplement the team to ensure sufficient quantity and effective activities to meet the requirements of legal popularization and education in these areas.
- Building and providing additional training for the team of legal reporters and legal propagandists in ethnic minority and mountainous regions, with priority given to individuals from ethnic minorities or those who can speak ethnic minority languages.
+ Prioritizing the selection and recognition of new legal reporters and legal propagandists who are ethnic minorities or can speak ethnic minority languages and possess sufficient capacity and qualifications to implement legal popularization and education in ethnic minority and mountainous regions.
+ Advising on mechanisms to attract and utilize students and trainees who are ethnic minorities or can speak ethnic minority languages and have graduated from law training institutions to participate in legal popularization and education in ethnic minority and mountainous regions, thereby creating a source of legal reporters and legal propagandists.
- Organizing conferences, workshops, forums, and dialogues to consult and exchange experiences in implementing legal popularization and education in ethnic minority and mountainous regions for legal reporters and legal propagandists.
(4) Enhancing the capacity of legal reporters and legal propagandists to ensure effective activities, good skills, and understanding of the law.
- Innovating training programs, contents, and methods to enhance practical capacity, with legal reporters and legal propagandists as the center of training. Developing training materials on legal popularization and education in ethnic minority and mountainous regions for legal reporters and legal propagandists.
- Pilot building training programs on legal popularization and education skills (including skills for ethnic minority and mountainous areas) in law training institutions to train students and trainees to participate in legal popularization and education in ethnic minority and mountainous regions.
- Regularly providing legal knowledge, legal popularization and education skills, information, and materials for legal reporters and legal propagandists, with a focus on village elders, hamlet and village chiefs, religious dignitaries, individuals with prestige in the community, and grassroots mediators to participate in legal popularization and education in ethnic minority and mountainous regions.
- Providing training for a pool of trainers to deliver legal knowledge, legal popularization, and education skills to legal reporters and legal propagandists in ethnic minority and mountainous regions.
- Conducting training in ethnic minority languages appropriate for legal reporters and legal propagandists in ethnic minority and mountainous regions.
- Compiling and providing legal popularization and education materials for legal reporters and legal propagandists in ethnic minority and mountainous regions in the national language or bilingual in the national language and ethnic minority languages, to implement legal popularization and education for the people in appropriate forms.
