Improper Horn Usage: Motor Vehicle and Motorcycle Operators May Be Fined

To be specific, in accordance with Point i Clause 1, Point b Clause 3 Article 5, Point e Clause 2, Point e Clause 3 Article 6, Point b Clause 2, Point d Clause 4 Article 16, Point a Clause 2 Article 17 Decree 46/2016/ND-CP, the fines for motorcyclists and car drivers who violate regulations on the use of horns are specified as follows:

* For motorcycle riders

- A fine of VND 80,000 to 100,000 for the following acts:- Honking from 10:00 PM of the previous day to 05:00 AM the next day, using high beams in urban areas or densely populated areas, except for priority vehicles performing their duties as regulated;- Operating a vehicle without a horn or with a non-functional horn.

- A fine of VND 100,000 to 200,000 for the following acts:- Honking, revving the engine continuously in urban or densely populated areas, except for priority vehicles performing their duties as regulated;- Using a horn not meeting the technical standards for each type of vehicle.

* For car drivers

- A fine of VND 100,000 to 200,000 for the act of: Honking in urban and densely populated areas from 10:00 PM of the previous day to 05:00 AM the next day, except for priority vehicles performing their duties as regulated.

- A fine of VND 600,000 to 800,000 for the following acts: Honking, revving the engine continuously; using air horns, using high beams in urban or densely populated areas, except for priority vehicles performing their duties as regulated.

- A fine of VND 300,000 to 400,000 for the act of: Operating a vehicle without a horn or with a non-functional horn.

- A fine of VND 2,000,000 to 3,000,000 for the act of: Operating a vehicle installed with or using a horn exceeding the noise level as regulated.
