Recently, the Central Executive Committee of the Communist Party has issued Guideline 21-HD/BTCTW providing instructions for the annual review, evaluation, and quality rating of party organizations, party members, and collectives or individuals in leadership and management positions at various levels.

There are a number of content points to be noted during the assessment and classification of the quality of party members, party organizations, and the collective or individual leadership and management cadres at all levels:
Firstly, annually, organizations, agencies, and units assign specific targets, tasks (or determine targets, tasks according to Resolution, program, plan) for each collective and individual under their management to serve as a basis for review, assessment, and classification of quality.
Secondly, collectives and individuals must complete their reviews before being assessed and classified for quality. For individuals who are absent or have not been assessed and classified, the assessment and classification must be organized at the earliest possible time.
Thirdly, assess and classify the quality of the lower level collectives first, then the higher levels; leadership and management collectives first, individual members later. Communist Party members who are officials and public employees conduct the assessment and classification of quality after the results of the assessment and classification of officials and public employees are available. Those holding multiple positions and are required to review in multiple locations where there are different votes of quality levels, the competent authority will consider and decide the quality level.
Fourthly, the competent authority will notify the results of the assessment and classification of quality to the assessed subjects and the collectives, individuals directly managing and using the assessed subjects.
Fifthly, collectives and individuals who have been classified for quality but later found to have shortcomings or do not meet the conditions of the classified quality level will have their results annulled and re-classified.
Sixthly, parties are not to assess and classify the quality of newly established party organizations and leadership, management collectives that are less than 06 months old, and party members who have been inducted for less than 06 months; however, party members must still be reviewed from the date of becoming a Communist Party member. Communist Party members on sick leave for a total of 03 months or more within a year cannot be classified as “Completing tasks well” or higher; party members on maternity leave will have their quality classification based on their actual working period of that year.
Seventhly, when party members transfer their work, the party cell where they are received is responsible for their quality assessment and classification. For those who have been working in the former party cell, agency, or unit for 06 months or more, their opinion must be taken into account. (This is a new addition in Guide 21-HD/BTCTW compared to Guide 16-HD/BTCTW)
Eighthly, temporarily residing party members are assessed and classified for quality in the party cell where they officially reside. Before the assessment and classification, temporarily residing party members should get feedback from the temporary residing party cell and submit it to the official residing party cell as a basis for their quality assessment and classification. (This is a new addition in Guide 21 compared to Guide 16.)
Ninthly, in cases where individuals relocating as heads and their classification doesn't relate to the organization, agency, or unit they move to, the rule “The classification of the head cannot be higher than the organization, agency, unit they head” does not apply. (This is a new addition in Guide 21 compared to Guide 16.)
Tenthly, for party members who violate discipline at the party organization where they previously worked but face disciplinary actions and enforcement at the new party organization, the results are factored into the assessment and classification of the party organization where the violation occurred. (This is a new addition in Guide 21 compared to Guide 16)
Eleventh, where there are fewer than 05 party organizations; 05 leadership and management collectives; 05 party members; 05 leading and managing cadres classified as “Task completed well,” choose 01 party organization, 01 leadership and management collective, 01 party member, 01 leading and managing cadre to classify as "Task completed excellently" if they meet the conditions. (This is a new addition in Guide 21 compared to Guide 16.)
Twelfth, where conditions permit, assessments should be organized monthly, quarterly, or every 06 months. Suitable, effective pilot assessment methods should be used to ensure more substantive results.
It can be seen that, compared to the provisions in Guide 16, Guide 21 has added 05 new notes in the assessment and classification of the quality of Communist Party members, party organizations, and collective or individual leadership and management cadres at all levels.
