Important Information about the 2018 Official Rank Promotion Examination in Vietnam

Lawnbet would like to share with our members some noteworthy regulations related to the 2018 Official Rank Promotion Examination in Vietnam.

Regarding Exam Conditions in Vietnam

- Evaluated as having successfully accomplished duties for 03 (three) consecutive years up to the time of registration for the grade promotion exam;

- Possesses good political qualities and ethics;

- Not under disciplinary action or under consideration for disciplinary action by competent authorities;

- Possesses professional capacity and qualifications to assume a job position corresponding to a higher rank of official in the same professional field than the current rank;

- Meets the requirements regarding the duration of holding the rank, diplomas, certificates, theses, projects, and other requirements concerning the professional standards of the rank for which the exam registration is made.

Regarding the Components of the Exam Registration Dossier in Vietnam

- A curriculum vitae (according to form 2c-BNV/2008 issued with Decision 02/2008/QD-BNV) with certification from the employing authority;

- A review and evaluation from the head of the employing authority according to the standards and conditions specified in Clause 3, Article 29 of Decree 24/2010/ND-CP;

- Copies of diplomas and certificates of the official as required for the exam registration rank certified by competent authorities;

- Health certification issued by a competent medical authority within 30 days, up to the date of dossier submission for the grade promotion exam;

- Other requirements as prescribed by the professional standards of the official rank being examined, verified by competent authorities.

The exam registration dossier for each official is to be placed in a separate envelope measuring 250 x 340 x 5 mm (as stipulated at Point a, Clause 1, Article 1 of Decision 06/2007/QD-BNV).

Regarding Conditions for Exemption from Foreign Language and Informatics Exams in Vietnam

  For the exam to promote to senior specialist or equivalent ranks For the exam to promote to clerks, specialists, principal specialists, or equivalent ranks
Conditions for exemption from the foreign language exam Officials aged 55 and above for men and 50 and above for women working at localities (excluding officials from central ministries and sectors working at localities and officials from 05 centrally run cities: Hanoi, Ho Chi Minh City, Hai Phong, Da Nang, Can Tho); Officials aged 55 and above for men and 50 and above for women
Officials with a university or post-graduate degree in foreign languages; Officials with a degree in foreign languages at the same level of training or higher than the professional training level specified in the criteria of the exam rank;
Officials with a university or post-graduate degree from abroad or studying in a foreign language in Vietnam; Officials with a degree meeting the training level requirements or higher than the level of professional training prescribed in the criteria of the exam rank, studying abroad or in a foreign language in Vietnam;
Officials with a doctoral degree or foreign language certificate equivalent to level B2 of the European framework or higher, valid within 02 years from the date of degree or certificate issuance to the final date of dossier submission for the grade promotion exam. Officials with a doctoral, master's degree or a foreign language certificate equivalent to level B1 of the European framework or higher, valid within 02 years from the date of degree or certificate issuance to the final date of dossier submission for the grade promotion exam.
  Officials working in ethnic minority areas, holding a training certificate in the ethnic minority language issued by a competent training institution;
Conditions for exemption from the informatics exam Officials who have graduated from an information technology major at the intermediate level or higher.
