This is a notable regulation stipulated by the Ministry of Finance in Circular 75/2019/TT-BTC concerning the management and use of non-business funds for implementing agricultural extension activities.
Article 3 of Circular 75/2019/TT-BTC stipulates that agricultural extension and technology transfer activities in agriculture are carried out through task assignment or ordering as prescribed in Clause 3, Article 19, and Clause 4, Article 25 of Decree 83/2018/ND-CP of the Government of Vietnam. This is one of the principles for the management and use of agricultural extension funds. Additionally, this Circular also addresses the following principles:

- State budget expenditure for agricultural extension and technology transfer activities in agriculture is managed and organized for implementation by the Ministry of Agriculture and Rural Development or People's Committees at all levels, according to the programs and plans approved by competent authorities as prescribed in Section 1 and Section 2, Chapter III of Decree 83/2018/ND-CP of the Government of Vietnam.- Organizations and units allocated state budget funds to carry out agricultural extension activities must publicize policies, norms, standards, and funds for beneficiaries according to current regulations.- Organizations and individuals using state budget funds for agricultural extension and technology transfer activities in agriculture must comply with the current financial expenditure norms and policies issued by competent state authorities; are subject to inspection and control by competent functional agencies; and must finalize the funds used according to current regulations. For expenditure items that do not have prescribed standards, the unit head decides and is responsible for their decision.
