At Article 6 in Circular 23/2018/TT-BCT stipulates that based on the decision of the Minister of Industry and Trade assigning environmental protection tasks, the list of environmental protection tasks to be implemented in the planning year will be posted on the electronic information portal of the Ministry of Industry and Trade, and the Department of Safety Engineering and Industrial Environment.
Units assigned environmental protection tasks for the planning year are responsible for completing the outline and signing the implementation contract. The contract to perform environmental protection tasks is prescribed in form B3-HDMT-BCT.
This Circular clearly states that if there are changes or adjustments to the approved environmental protection task outline during the implementation process, depending on the level of adjustment, the implementing units shall proceed as follows:
- In case of changes or adjustments that do not affect the contents approved in the decision on assigning environmental protection tasks, the leading unit shall send a document and an explanatory report to the Department of Safety Engineering and Industrial Environment for consideration and resolution. The leading unit is only allowed to adjust the environmental protection task outline when approved in writing by the Department of Safety Engineering and Industrial Environment.- In case of changes or adjustments affecting the contents approved in the decision on assigning environmental protection tasks, the leading unit shall send a document and an explanatory report to the Department of Safety Engineering and Industrial Environment to summarize and report to the Ministry of Industry and Trade for resolution. The leading unit is only allowed to adjust the environmental protection task outline when approved in writing by the Ministry of Industry and Trade.
