Regarding this issue, LawNet would like to answer as follows:

On March 7, 2024, the Minister of Construction issued Decision 154/QD-BXD on the Plan to implement the prevention and fight against corruption and misconduct for 2024 of the Ministry of Construction.

1. Purpose and requirements of the Implementation Plan to prevent and combat corruption and misconduct for 2024 of the Ministry of Construction in Vietnam

* Purpose

- Enhance the effectiveness of the leadership and implementation direction of heads of agencies and units in preventing and combating corruption and misconduct.

- Continue to implement the Party's regulations and the State's laws on preventing and combating corruption and misconduct; effectively implement measures to prevent corruption; raise awareness and responsibility of heads of agencies, units, and officials, civil servants, public employees, and workers in preventing and combating corruption and misconduct to prevent and gradually repel corruption and misconduct.

* Request

- Deploying synchronously and fully measures to prevent corruption, associated with the implementation of regulations on thrifty practices, anti-wastefulness, prevention of misconduct, and the implementation of public service culture and ethics.

- Identifying prevention and combat of corruption and misconduct as one of the key and regular tasks, requiring focused leadership, direction, and creating positive changes in agencies and units.

- The work of preventing and combating corruption and misconduct must be implemented specifically, with focus and emphasis, in accordance with actual conditions; which must clearly define the content, requirements, set out specific tasks, solutions, and implementation time.

2. Contents of the Ministry of Construction's Plan to prevent and combat corruption and misconduct for 2024 in Vietnam

The content of the 2024 implementation plan to prevent and combat corruption and misconduct in the Ministry of Construction includes:

- Continue to promote and improve the effectiveness of thorough dissemination, propaganda, and legal education on preventing and combating corruption and misconduct.

- Continue to review, supplement, and improve legal mechanisms and policies in the fields of state management in the Construction industry; ensure the effectiveness and efficiency of anti-corruption and misconduct work

- Synchronously implement guidelines, policies, laws, and solutions to prevent corruption and misconduct in agencies and units

- Control assets and income of people with positions and powers in agencies and units

- Improve the quality and efficiency of inspection and examination, promptly detect and handle corruption and misconduct, and recover corrupt assets

- Coordinate with competent agencies in judicial appraisal work

3. Organize the implementation of the Ministry of Construction's Plan to prevent and combat corruption and misconduct for 2024

- Heads of agencies and units under the Ministry proactively and actively highlight their roles and responsibilities in preventing and combating corruption and misconduct; identify prevention and combat of corruption and misconduct as a central and regular task that must be focused on leadership and implementation.

- Ministry Inspectorate: monitor and urge the implementation of the Plan; coordinate with agencies and units in implementing the Plan; summarize the implementation of the Plan and periodically report on implementation results.

- Units under the Ministry:

+ Based on the assigned tasks in this Plan and the practical situation of agencies and units, proactively implement the Plan according to the assigned tasks, ensuring schedule, quality, and efficiency.

+ Report on the situation and results of Plan implementation quarterly, 6 months, 9 months, and annually (send to the Ministry Inspectorate for synthesis). The deadline for sending the report is no later than the 18th day of the last month of the quarter in the reporting period.
