On October 14, 2024, the Prime Minister of the Government of Vietnam issued Decision 1183/QD-TTg for the Plan to Implement Directive 28-CT/TW on Enhancing Child Care, Education, and Protection to Meet the Development Requirements of a Prosperous and Happy Country.

The Prime Minister of the Government of Vietnam issued the Plan to Implement Directive 28-CT/TW on Enhancing Child Care, Education, and Protection to Meet the Development Requirements of a Prosperous and Happy Country with the following tasks and solutions:

(1) Raise awareness, a sense of responsibility and action regarding child care, education, and protection

- Organize the dissemination, promotion, and implementation of the contents of Directive 28-CT/TW and related guiding documents on a wide scale, with specific, practical content and methods suited to different target groups.

- Direct and coordinate with news agencies and the press to strengthen communication, education of policies, laws, knowledge, skills regarding child care, education, and protection with diverse content and rich forms, suitable for different target groups and local characteristics and conditions. Enhance the awareness, responsibility, and specific actions of government levels, officials, public employees, parents, and the whole society regarding the significance and importance of child care, education, and protection, considering this a regular, continuous task.

(2) Strengthen leadership and direction for child care, education, and protection

- Regularly implement effectively the policies, laws of the Communist Party and the State; integrate objectives, targets, tasks, solutions for child care, education, and protection in the development of strategies, programs, national, sectoral, local economic-social development plans.

- Prioritize the allocation of state budget to implement policies, content related to children as approved by competent authorities, in line with balance capabilities, and state budget decentralization regulations, ensuring the state budget plays a leading role, combined with mobilizing private investment and other lawful resources. Enhance investment in facilities, social welfare projects, social services, ensuring human resources, training, and capacity building tied with personnel planning to implement child policies and laws, especially in ethnic minority, mountainous areas, areas with particularly challenging socio-economic conditions, border, coastal, and island areas.

- Strengthen coordination among agencies, organizations, families, schools, and society, emphasizing the responsibility of leaders, families, schools; focusing on moral education, lifestyle, and life skills appropriate for children’s ages.

(3) Continue to improve the legal system and policies on child care, education, and protection

- Continue reviewing, improving, and effectively implementing policies, laws, programs, projects, plans on child care, education, and protection; building processes, standards for providing social services for children.

- Build a safe, healthy, comprehensive development environment for children; prevent and combat child abuse, accidents, support children in special circumstances, children affected by natural disasters, pandemics; strengthen and develop an interconnected, continuous, quality social welfare, social services system, child protection services; a child-friendly justice system, and legal aid for children.

- Innovate mechanisms, socialization policies, encouraging, mobilizing organizations, enterprises, individuals to participate, effectively coordinate the implementation of policies, objectives, targets, solutions, models of child care, education, and protection, support poor children, children in special circumstances, children in socially and economically challenged, especially challenging areas, ethnic minority, border, island areas.

(4) Enhance the effectiveness of state management, create uniformity in implementing policies, and laws on child care, education, and protection

- Strengthen the state management apparatus related to children; enhancing capacity, ethics, responsibility, implementing decentralization, delegation, coordination, inter-sectoral coordination among agencies, units, individuals involved in child care, education, and protection.

- Enhance inspection, supervision of the implementation of child laws, review childcare, nurturing facilities, social, charitable activities and other activities related to children; prevent, handle promptly unlawful acts such as abuse, violence, neglect, trafficking, abuse, incitement, exploitation of children and other prohibited actions.

- Cooperate and integrate internationally, participate, and promote the role of an active member in implementing the UN Convention on the Rights of the Child, global, regional movements for the realization and protection of children’s rights.
