On October 18, 2024, the Ministry of Planning and Investment of Vietnam issued Decision 2424/QD-BKHDT regarding the Plan for implementing Decision 143/QD-TTg to approve the Scheme for "Enhancing the quality and efficiency of the exploitations and use of the legitimately typified Code" of the Ministry of Planning and Investment of Vietnam.

The content for implementing the Plan is as follows:

(1) Review, identify, and codify supplementary legal documents currently in force but not yet arranged into the legitimately typified Code

- Review and list the regulatory documents containing current regulations not yet arranged into the legitimately typified Code for submission to the Prime Minister of the Government of Vietnam for approval

The department executing the codification reviews legal documents containing current regulations not yet included in the legitimately typified Code under its jurisdiction according to Article 4 of the Ordinance on Legal System Codification, and compiles a list for proposing updating or adding new titles (if any) to the Ministry of Justice for consolidation, reporting to the Prime Minister for approval.

+ Execution units: General Statistics Office, Bidding Management Department, Business Registration Management Department, Business Development Department, Foreign Investment Department, Cooperative Economy Department, Legal Department, Planning Management Department, National Economic General Department, Foreign Economic Department.

+ Coordinating units: Relevant departments within the Ministry.

+ Output result: Plan for updating or adding new titles (if any).

+ Deadline: Year 2024.

- Continue codifying legal regulations currently in force but not yet arranged into the legitimately typified Code according to the plan approved by the Prime Minister of the Government of Vietnam

The codification execution units proceed with codifying the existing legal regulations not yet arranged into the legitimately typified Code according to the plan approved by the Prime Minister. This is carried out in compliance with the regulations for updating new laws, new titles into the legitimately typified Code under Article 13 of the Ordinance on Legal System Codification and relevant detailed regulations and guidelines; and the codification results are sent to the Ministry of Justice for checking and updating into the legitimately typified Code.

+ Execution units: General Statistics Office, Bidding Management Department, Business Registration Management Department, Business Development Department, Foreign Investment Department, Cooperative Economy Department, Legal Department, Planning Management Department, National Economic General Department, Foreign Economic Department.

+ Coordinating units: Relevant departments within the Ministry.

+ Output result: Codification results sent to the Ministry of Justice for checking and updating into the legitimately typified Code.

+ Deadline: Year 2025.

(2) Review, process, complete the legal regulations not properly arranged or guided in the legitimately typified Code

- The units review the codification results under their jurisdiction that have been arranged into the legitimately typified Code on Enterprises, Investment, Public Investment, Cooperatives, Statistics, Bidding, Planning, Supporting small and medium enterprises, Public-Private Partnership Investment, Management and Utilization of Official Development Assistance (ODA) support and concessional loans from foreign sponsors, Management and Utilization of foreign non-governmental aid to identify, process, and complete the legal regulations not properly and scientifically arranged; instructions that are not fully and accurately provided. The processed and completed codification results are sent to the Ministry of Justice for checking and updating into the legitimately typified Code.

- Execution units: General Statistics Office, Bidding Management Department, Business Registration Management Department, Business Development Department, Foreign Investment Department, Cooperative Economy Department, Legal Department, Planning Management Department, National Economic General Department, Foreign Economic Department.

- Coordinating units: Relevant departments within the Ministry.

- Output result: Processed and completed codification results.

- Deadline: Year 2024-2025.

(3) Propagate, disseminate, raise awareness within the agencies and units of the Ministry about the legitimately typified Code

- Execution units: General Statistics Office, Bidding Management Department, Business Registration Management Department, Business Development Department, Foreign Investment Department, Cooperative Economy Department, Planning Management Department, National Economic General Department, Foreign Economic Department.

- Coordinating units: Legal Department, Relevant units within the Ministry.

- Output result: Activities, forms of propagation, dissemination, and guidance on exploiting and using the legitimately typified Code within the responsible areas.

- Implementation period: Year 2024 - 2026.

(4) Enhance the allocation of financial conditions and other necessary conditions to ensure the codification and propagation and dissemination of the legitimately typified Code

- Execution units: Ministry Office, General Statistics Office.

- Coordinating units: Legal Department and relevant units.

- Implementation period: Annually.
