On November 18, 2024, the Prime Minister of the Government of Vietnam issued Decision 1212/QD-TTg regarding the Implementation Plan for the Planning for Dak Lak province in Vietnam for the 2021-2030 period, vision to 2050.

The Prime Minister of the Government of Vietnam issued the Implementation Plan for the Planning for Dak Lak province in Vietnam for the 2021-2030 period, vision to 2050 with the following purposes and requirements:

* Purpose

- Effectively implement Decision 1747/QD-TTg dated December 30, 2023, by the Prime Minister of the Government of Vietnam approving the Dak Lak Provincial Planning for the Period 2021-2030, Vision to 2050 (hereinafter referred to as the Provincial Planning); establish a roadmap to effectively organize the implementation of programs and projects to achieve the goals and tasks set out in the Provincial Planning.

- Assign and coordinate responsibilities between Dak Lak province and central ministries and agencies to ensure effective implementation of the Provincial Planning. Synchronize the system of planning across the province; ensure consistency between the Provincial Planning and the national comprehensive planning, sectoral planning at the national level, regional planning, and other related planning.

- Specifically identify the progress and resources for implementing programs and projects to develop policies and solutions to attract social resources in planning implementation; promote the development of sectors, fields, programs, and projects according to the approved planning.

- Establish a results framework for each phase as a basis for reviewing and evaluating the implementation of the planning; consider adjusting and supplementing tasks and solutions to achieve the development goals set out.

* Requirements

- Ensure full compliance with the contents stipulated in Clause 2, Article 45 of the Law on Planning 2017, ensuring consistency with the approved contents of the Provincial Planning.

- Ensure adherence to and inheritance of action programs, national and regional planning implementation plans, and approved public investment plans; ensure linkage, consistency, and no overlap or conflict among tasks, programs, and projects.

- Maximize mobilization of resources and participation from all economic sectors for sustainable socio-economic development. Allocate resources with focus and key points, suitable to the capacity to mobilize capital, with an emphasis on investing in socio-economic infrastructure, especially in transportation, urban areas, education, training, health, culture, irrigation, industrial zones, industrial clusters, digital infrastructure to create breakthrough development, promoting the process of innovating development models in sectors and fields towards high value and efficiency.

- Ensure feasibility, flexibility, and compatibility with local practical requirements and the ability to balance investment resources. Focus on key and prioritized investments; quickly put projects into operation to ensure effective use of investment capital.

- Emphasize proactivity, creativity, and flexibility in implementation; promote decentralization and delegation, clearly defining responsibilities in the management of state fields.

More details can be found in Decision 1212/QD-TTg which comes into force in Vietnam from November 18, 2024.
