On April 25, 2024, the Prime Minister issued Decision 343/QD-TTg approving the implementation plan for the National Infrastructure Reserve, Petroleum and Gas Supply for the period 2021 - 2030, with a vision to 2050.

The Prime Minister of Vietnam approved the implementation plan for the National Infrastructure Reserve, Petroleum and Gas Supply for the period 2021 - 2030, with a vision to 2050, with the following tasks:

(1) Tasks to be implemented according to planning laws

- Organize the announcement and provision of information on the Planning and the plan for the implementation of National Infrastructure Reserve, Petroleum and Gas Supply;

- Archive the Planning documents; Provide data on the National Infrastructure Reserve, Petroleum and Gas Supply to support the construction of the National Planning Information System and Database;

- Develop a provincial-scale reserve and supply system plan that integrates/synchronizes with the provincial planning;

- Organize evaluation and reporting on the implementation of the Planning;

- Review the planning and investment projects in the area to ensure consistency with the National Infrastructure Reserve, Petroleum and Gas Supply Planning.

(2) Tasks to improve legislative documents, mechanisms, and policies

- Review relevant legal documents and propose amendments, annulments, and issuance (if necessary) to the competent authorities;

- Review and propose amendments to national technical standards/national standards on design requirements, environmental conditions, fire safety, and search and rescue for petroleum and gas facilities (if any);

- Consolidate and submit to the competent authority for approval, decisions on the allocation of state budget to implement national reserve objectives for petroleum products, crude oil, and gas in line with practical requirements and the state budget's capacity in each period;

- Assess and submit to the competent authority for approval the 5-year land use plan for 2021-2025 of the provinces that have had their provincial plans approved by the Prime Minister; review the policy framework for compensation, support, and resettlement as assigned, and evaluate the environmental impact when implementing projects under the National Infrastructure Reserve, Petroleum and Gas Supply Planning.

(3) Tasks related to investment, infrastructure development, reserve, petroleum and gas supply

- Organize investment promotion conferences for the development of the National Infrastructure Reserve, Petroleum and Gas Supply;

- Simplify administrative procedures, create favorable conditions for investors to implement projects in accordance with the schedule, quality, and compliance with the planning;

- Strengthen the restructuring of capital, divestment of state-owned petroleum and gas enterprises; handle loss-making enterprises, projects with slow progress; concentrate capital sources for projects with high economic efficiency.

(4) Tasks related to training and development of human resources

- Organize training for technical and managerial staff in the energy, petroleum, and gas sector.

(5) Tasks related to scientific and technological development, environmental protection, fire safety

- Research, apply, transfer technology, digitize, and implement monitoring systems using the Internet of Things, cloud computing, artificial intelligence, and blockchain in the management and exploitation of petroleum and gas supply infrastructure;

- Strictly implement regulations on environmental protection, disaster prevention and response, climate change adaptation, environmental pollution prevention, and depletion of water resources as prescribed;

- Promote public awareness and education on safety, fire safety, and environmental protection.
