The General Statistics Office issued Decision 1284/QD-TCTK on the Implementation plan for the Labor and employment investigation plan in Vietnam in 63 provinces and centrally affiliated cities.

On October 09, 2024, the General Director of the General Statistics Office issued Decision 1284/QD-TCTK regarding the Plan and Guidance for Implementing the Labor and employment investigation plan in Vietnam.

The tasks for implementing the Labor and employment investigation plan in Vietnam across 63 provinces and centrally affiliated cities are as follows:

- Design and complete the survey questionnaires: Implementation period: June-August 2024

- Design samples and select survey areas: Implementation period: June-October 2024

- Develop various documents: Implementation period: July-October 2024

- Develop a summary report form for survey results: Implementation period: July-October 2024

- Develop/update survey software (including requirement specification, testing, and completion): Implementation period: August-December of the year preceding the survey

- Review survey areas: Implementation period: Before December 05 of the year preceding the survey

- Update household listings: Implementation period: Before December 20 of the year preceding the survey

- Select survey households: Implementation period: Before December 28 of the year preceding the survey

- Review households selected for monthly survey: Implementation period: 1 day before the survey period

- Recruit survey listing and reviewing personnel (if any): Implementation period: October-November of the year preceding the survey

- Print documents (if any): Implementation period: November-December of the year preceding the survey

- Central level training (if any): Implementation period: November-December of the year preceding the survey

- Provincial level training (if any): Implementation period: November-December of the year preceding the survey

- Collect data on site: Implementation period: From the 1st to 7th of each month

- Check and code survey questionnaires: Implementation period: From the 1st to 15th of each month

- Supervision: Implementation period: Monthly

- Check and accept data: Implementation period: From the 1st to 20th of each month

- Calculate extrapolation weighting: Implementation period: Quarterly, Annually

- Process and compile data: Implementation period: Before the 22nd of the last month of the quarter

- Compile analysis reports of estimated results for the quarterly socio-economic press conference: Implementation period: Before the 28th of the last month of the quarter

- Summarize quarterly principal results: Implementation period: Before the 30th of the first month of the following quarter

- Summarize annual results: Implementation period: First quarter of the following year

- Check the annual output summary form: Implementation period: January-April of the following year

- Report principal results: Implementation period: June of the following year

- Organize composition, printing, publication, and distribution of the survey result report: Third quarter of the following year

On Organizational Implementation:

(1) The Data Collection and IT Application Department of Statistics: Leads the design of survey questionnaires, sample design, survey sample selection, compilation of procedural guidance documents, guidance on updating listings, software application development, management of the survey network, online data checking and approval, development of survey results summary software, online surveillance software, technical support during the survey process, data cleaning, and processing; compile output results according to formats designed by the Population and Labor Statistics Department for local usage.

(2) The Population and Labor Statistics Department: Leads the development of summary output form, checks the summary results matrix, calculates extrapolation weights for the survey, analyzes, and publishes survey results.

Cooperate with the Data Collection and IT Application Department of Statistics and related units in designing survey questionnaires; compiling procedural guidance documents; developing and testing software requirements; organizing training; checking, supervising; data acceptance, cleaning, and completion of databases;...

(3) The Finance Plan Department: Leads and collaborates with the Data Collection and IT Application Department of Statistics, the Population and Labor Statistics Department, and related units in budgeting; funding allocation; guides units in managing and using allocated funding in accordance with current policies, and approves financial statements of the units.
