On November 18, 2024, the Prime Minister of the Government of Vietnam issued Decision 1212/QD-TTg regarding the Implementation plan for the Planning of Dak Lak Province for the period 2021-2030 with a vision towards 2050.
Pursuant to Decision 1742/QD-TTg dated December 30, 2023, by the Prime Minister of the Government of Vietnam approving the priority Scheme "Promote Science and Technology Activities in the animal husbandry until 2030" (hereinafter referred to as the Scheme) as part of the Livestock Development Strategy for the period 2021-2030, vision 2045. The Ministry of Agriculture and Rural Development issues the Implementation Plan with the following contents:
(1) Objectives and Requirements
- Effectively implement the Scheme "Promote Science and Technology Activities in the animal husbandry until 2030," achieving the goal of enhancing the quality and efficiency of science and technology activities in the animal husbandry to meet the requirements of industrialization, modernization, and international integration, as approved by the Prime Minister of the Government of Vietnam.
- Clearly define the tasks, contents of work, timeline, and expected deliverables, associated with the specific functions and tasks of each agency and unit under the Ministry, and other relevant agencies and units in organizing and implementing the plan.
- Ensure proactive implementation; close coordination between agencies under the Ministry and related ministries, sectors, and localities according to the roadmap to achieve the set goals.
- Timely integrate the objectives, tasks, and solutions of the Scheme into related programs, plans, projects, and activities at units under the Ministry and localities to accelerate the implementation progress of the Scheme.
(2) Implementation Content
Tasks for implementing the Scheme "Promote Science and Technology Activities in the animal husbandry until 2030" are detailed in the attached Appendix.
(3) Organization of Implementation
- The Department of Livestock Production is assigned as the focal unit, to cooperate with relevant units in the Ministry, relevant ministries, and localities. Organize monitoring, urging, supervising, and evaluating the implementation of the Plan; report to and advise the Ministry Leaders on promptly handling difficulties and obstacles in the implementation process of the Plan.
- Heads of agencies and units under the Ministry of Agriculture and Rural Development, and heads of agencies and units in charge, coordinate according to their functions and tasks and based on this Action Plan, develop specific plans; proactively review tasks and funding for submission to the competent authority for approval according to regulations and organize the effective implementation of assigned tasks under this Plan.
- The Planning Department and the Finance Department based on the proposals of relevant units under the Ministry, prioritize the allocation of funds according to regulations to effectively implement the Scheme.
- Departments of Agriculture and Rural Development of provinces and centrally governed cities, based on the actual situation in the locality, advise the provincial People's Committee to develop specific plans and organize the implementation of assigned tasks; proactively integrate the implementation with related programs, projects, tasks in the locality; cooperate with units under the Ministry of Agriculture and Rural Development, related organizations and individuals to implement the tasks of this Plan ensuring quality and timely progress.
- Units assigned to lead the implementation of tasks shall annually, by December 15, report to the Ministry of Agriculture and Rural Development (through the Department of Livestock Production) on the progress of the assigned tasks, implementation results, task completion levels, difficulties, obstacles, and causes in the process of organizing implementation for synthesis and reporting to the Prime Minister of the Government of Vietnam.
