On September 12, 2024, the Prime Minister of the Government of Vietnam issued Decision 968/QD-TTg regarding the Implementation plan for Planning for the Bac Lieu Province for the period 2021-2030, with a vision to 2050 in Vietnam.
The Prime Minister of the Government of Vietnam issued the Implementation plan for Planning for the Bac Lieu Province for the period 2021-2030, with a vision to 2050 in Vietnam with the following main contents:
(1) Purpose
- Effectively implement Decision 1598/QD-TTg dated December 8, 2023, by the Prime Minister of the Government of Vietnam approving the Planning for the Bac Lieu Province for the period 2021-2030, vision to 2050 (referred to as the Provincial Planning).
- Assign responsibilities to central ministries, sectors, and localities for implementing schemes, projects; phased investment in projects; evaluate the implementation of priority investment projects during the planning period and make adjustments if necessary.
- Develop a roadmap for effectively implementing programs and projects to achieve the goals, tasks, and solutions set out in the Provincial Planning. Ensure the synchronization of the planning system serving the provincial development; ensure consistency between Provincial Planning and national comprehensive planning, national sectoral planning, and regional planning.
- Identify key content, progress, and resources for implementing programs and projects; develop policies and solutions to attract resources for implementing the Provincial Planning.
(2) Requirements
- Ensure suitability, compliance, and the continuation of national action programs, regional planning implementation plans of the Mekong Delta, and approved public investment plans; ensure linkages and consistency between tasks, programs, and projects across sectors and localities in the Mekong Delta region.
- Ensure feasibility, flexibility, and suitability with the socialist-oriented market economic institution, the context of international integration, and local realities.
- Mobilize and utilize resources effectively; promote the leading role of public investment to activate, mobilize, and attract all social resources; create breakthroughs in attracting investment for developing and completing modern, comprehensive infrastructure, ensuring overall connectivity.
- Allocate investment resources focused on key points, appropriate to mobilization capacity; bring projects into use early, ensuring effective use of investment capital.
- Emphasize proactiveness, creativity, and flexibility of localities in implementation; enhance decentralization in investment management, empowering levels, sectors, and localities in plan implementation. Improve investment efficiency and strictly implement anti-corruption measures and group interest prevention.
(3) Important programs and projects for planning implementation
* Principles for identifying public investment projects
- Prioritize infrastructure projects with wide-reaching impacts, especially strategic transportation infrastructure of the province, ensuring synchronization, modernity, and comprehensiveness, promoting regional, intra-regional linkages associated with economic development corridors, dynamic urban areas (coastal economic corridor from Long An - Kien Giang, highways, coastal roads in Bac Lieu province); infrastructure for high-tech agricultural areas; electricity infrastructure, urban infrastructure, water supply, hydraulic works, dykes, disaster prevention, climate change adaptation infrastructure; telecommunications infrastructure, information technology; science, technology, and innovation infrastructure; commercial and service infrastructure, healthcare, education - training, cultural - sports, socio-security infrastructure, as identified in the Provincial Planning to attract investment capital with a reasonable and effective investment structure.
- Continue to prioritize completing hydraulic infrastructure; transportation; port systems; water supply, drainage, waste treatment to meet economic and social development needs, ensuring social security, fire prevention, national defense and security, disaster prevention, climate change adaptation, water supply, waste treatment; ...
* Investment projects using non-public investment funds
- Complete the infrastructure system in the province to maximize the investment efficiency of infrastructure projects already or being implemented with public investment funds.
- Priority sectors for attracting investment include: Renewable energy, new energy, agricultural and aquatic processing; industrial zones, industrial clusters; information and communication infrastructure meeting the requirements of digital transformation; production and consumption linkage regions for agricultural and aquatic products; transportation; tourism; climate change adaptation, water supply, waste treatment; complete technical and social infrastructure in the province.
* Projects priority list up to 2030:
- Direct the project list and propose priority investments and implement phases of the Provincial Planning by sectors and fields (detailed in Appendix II attached).
- The name, scale, land area used, total investment structure, funding sources, and detailed information of public and non-budget investment projects will be calculated and specified in each phase according to the relevant legal provisions.
More details can be found in Decision 1598/QD-TTg, which comes into force in Vietnam from September 12, 2024.
