On April 26, 2024, the Minister of Construction issued Decision 359/QD-BXD on the Implementation Plan for Crime Prevention and Control in 2024 by the Ministry of Construction.

The Implementation Plan for Crime Prevention and Control in 2024 by the Ministry of Construction in Vietnam sets out the following tasks, for example:

(1) Closely coordinate with the Ministry of Public Security to effectively implement Joint Regulation 04/QC-BCA-BXD dated September 10, 2020 between the Ministry of Public Security and the Ministry of Construction in carrying out tasks related to national security, maintaining social order and safety, fighting against crime, and the construction sector.

(2) Continue to implement economic security projects approved by the Prime Minister in the fields of housing and real estate markets, construction materials, water supply, drainage, and waste treatment, and the and the quality of national key projects and works according to Resolution 88/NQ-CP dated September 13, 2017 by the Government on issuing the Government's Action Program to implement Directive 12-CT/TW on "Enhancing the Party's leadership in ensuring economic security in the context of market-oriented socialist-oriented economic development and international economic integration."

Implementing units: Department of Housing and Real Estate Market Management, Department of Construction Materials, Department of Technical Infrastructure, State Appraisal of Construction Quality, Department of Construction Operation Management.

Implementation period: 2024

(3) Actively review, evaluate, propose amendments, and improvements to the legal framework in the field of state management of the Ministry of Construction, administrative procedure reform, and the law on administrative sanctions in the construction sector. Focus on areas such as housing, the real estate market, construction quality management, and construction materials... implementing the Program on forming legislative documents and schemes of the Ministry of Construction in 2024 according to Decision 220/QD-BXD dated March 29, 2024 by the Ministry of Construction.

Implementing unit: units under the Ministry in the Program on forming legislative documents and schemes of the Ministry of Construction in 2024, issued together with Decision 220/QD-BXD dated March 29, 2024, by the Ministry of Construction.

Implementation period: according to the schedule in the Program on forming legislative documents and schemes of the Ministry of Construction in 2024 issued together with Decision 220/QD-BXD dated March 29, 2024 by the Ministry of Construction.

(4) Strengthen the propaganda and dissemination of policies and specialized laws in the construction sector.

* Disseminate legislative documents drafted and submitted by the Ministry of Construction for competent authorities to issue or issue by authority.

Implementing unit: Department of Legal Affairs as the focal point and units assigned by the Ministry.

Implementation period: according to the Plan for dissemination, law education, and legal support for businesses in 2024 by the Ministry of Construction stipulated in Decision 201/QD-BXD dated March 26, 2024.

* Provide information and disseminate laws on construction inspection, citizen reception, settlement of complaints and denunciations, anti-corruption and misconduct in the construction sector.

Leading unit: Inspectorate of the Ministry of Construction.

Coordinating units: Department of Legal Affairs, Information Center, Ministry's Office.

Implementation period: according to the Plan for information and propaganda tasks in 2024 by the Ministry of Construction stipulated in Decision 108/QD-BXD dated February 6, 2024.

(5) Strengthen monitoring, inspection, and examination

* Strengthen inspection and monitoring activities: enhance self-inspection and monitoring within agencies and units; develop programs and plans according to Regulation 179/QD/TW dated February 25, 2019 of the Politburo on the inspection and monitoring regime for officials; focus on leadership and direction to promptly detect and handle complaints, accusations, and reports indicating signs of corruption and misconduct; publicly announce the conclusions of inspections, examinations, and the resolution of complaints and accusations related to corruption and misconduct.

* Strengthen inspection activities:

- Implement the Inspection Plan for 2024 issued by the Minister of Construction according to Decision 1196/QD-BXD dated November 30, 2023: ensure comprehensive coverage of activities within the scope of state management in the construction sector and the main targets according to the annual action plan of the Ministry.

- Conduct inspections:

+ Focus on examining and identifying deficiencies in mechanisms, policies, and laws in the construction sector, proposing amendments and improvements to competent authorities;

+ Guide organizations and individuals subject to inspection to comply with legal regulations, rectify errors, detect, handle, or recommend competent authorities to handle violations according to legal regulations;

+ Coordinate closely with the Government Inspectorate, inspectors from other ministries, and the State Audit during the inspection process;

+ Ensure the effectiveness and implementation of inspection conclusions.

(6) Continue to build and improve the quality of the forces of officials and public employees.

- Contents:

+ Continue to strengthen the reform of the public service and official regime; build a force of officials and public employees with a reasonable quantity and structure, good moral qualities, political charisma, competence, and effective performance of duties, meeting the requirements of the sector in the new period according to Resolution 26-NQ/TW dated May 19, 2018 of the 12th Central Committee of the Communist Party of Vietnam on focusing on building forces of officials at all levels, especially at the strategic level, with sufficient qualities, capacity, and credibility, commensurate with their assigned tasks;

+ Based on clearly defining the functions and tasks of each agency and unit under the Ministry, arrange and use officials and public employees in a reasonable manner, aligned with job positions; annually allocate official positions to administrative agencies and assign a number of personnel to public service providers to ensure regular expenditures according to regulations;

+ Innovate the content and programs of training and development for officials and public employees to ensure that training and development activities bring practical benefits and avoid waste, according to the Plan for training and refresher courses for officials and public employees in 2024 of the Ministry of Construction;

+ Fully implement and comply with regulations on evaluating cadres and civil servants based on the results of assigned tasks; strictly enforce regulations on disciplinary actions against officials and public employees who violate laws, disciplines, and public ethics according to regulations.
