On October 21, 2024, the Minister of Finance issued Decision 2494/QD-BTC regarding the Plan to implement Decision 714/QD-TTg concerning the Plan to enforce Regulation 132-QD/TW on power control, anti-corruption, and prevention of misconduct in investigation, prosecution, adjudication, and execution of judgments activities in Vietnam.

Specifically, in the Plan to control power, prevent corruption, and misconduct in activities of investigation, prosecution, adjudication, and judgment execution, the Ministry of Finance of Vietnam outlined the following tasks:

(1) Thoroughly disseminating Regulation 132-QD/TW, Decision 714/QD-TTg; enhancing awareness and responsibility on power control, anti-corruption, and prevention of misconduct in legal proceedings, execution of judgments, and related activities.

Thoroughly disseminating all principles, contents, methods, and responsibilities regarding power control, anti-corruption, and prevention of misconduct in legal proceedings, execution of judgments, and related activities; addressing acts of exploitation, abuse of position, authority, misuse, corruption, and negativity in legal proceedings and execution of judgments while performing tasks, authority as per Regulation 132-QD/TW and other relevant regulations of the Communist Party and State law.

(2) Focusing on the building, completing the mechanism, policies, law, and seriously implementing legal regulations on legal proceedings, execution of judgments, and related activities; reviewing, amending, supplementing the working regulations, rules, operating procedures, ethical standards, and codes of conduct in legal proceedings, execution of judgments, and related activities.

- Reviewing, amending, supplementing, and promulgating legal documents related to legal proceedings, execution of judgments, and other related activities to ensure tightness, synchronization, and consistency with Regulation 132-QD/TW and other relevant regulations of the Communist Party, preventing loopholes for exploitation, abuse of position, authority, misuse, corruption, and negativity.

- Continuously building, issuing, and enhancing the legal effectiveness of regulations on the organization, activities, duties, and authorities of agencies, organizations, and individuals authorized in legal proceedings, execution of judgments, and related activities.

(3) Strictly controlling the performance of duties and authorities of units under and directly affiliated with the Ministry of Finance of Vietnam, and individuals with authority in legal proceedings, execution of judgments, and related activities.

- Accurately and fully executing duties, authorities, and activities of authorized agencies and organizations carrying out legal proceedings, execution of judgments, and related activities as per the Communist Party's regulations and State law.

- Strengthening the accountability of leaders, collective leadership exhibiting public transparency, accountability, and routinely conducting self-criticism and criticism.

- Enhancing the efficiency of inspection, supervision, and inspection of task performance, compliance with the Communist Party's guidelines, State law, working regulations, rules, operating procedures, ethical standards, code of conduct, focusing on specialized and professional internal inspections and supervision. Conducting frequent self-inspections, self-assessments of legal proceedings, execution of judgments, and relevant activities.

- Building, consolidating organizational structures, and teams of cadres, party members, officials and public employees, and workers ensuring intellectual merit, impartiality, and a spirit of serving people in judicial bodies, execution agencies, and other related organizations.

(4) Coordinating with the Supreme People's Procuracy, Supreme People's Court, Party Committees, and political-social organizations to implement power control, anti-corruption, and prevention of misconduct in legal proceedings, execution of judgments, and related activities.

- Enhancing the effectiveness of monitoring and supervisory mechanisms from the Party Committees, political-social organizations regarding the performance of duties and authorities by authorized judicial bodies, execution agencies, and other relevant bodies.

- Strictly executing inspection requirements, conclusions, protest decisions, and recommendations of the People's Procuracy; legally binding judgments of the People's Court; closely coordinating with the Supreme People's Procuracy, Supreme People's Court in prosecutorial activities, practicing the right to prosecution, supervising Judicial activities, adjudication activities, executing requests, recommendations, and protests, interpreting, correcting judicial decisions to ensure that effective judgments are enforced.
