In the face of the increasing risk of livestock and poultry diseases, the Prime Minister of Vietnam has requested the concentrated implementation of measures for the prevention and control of these diseases.

On June 16, 2024, the Prime Minister of Vietnam issued Official Telegram 58/CD-TTg on the concentrated implementation of synchronized, resolute, and effective measures for the prevention and control of livestock and poultry diseases.

To timely and effectively carry out the prevention and control of livestock and poultry diseases, minimizing the negative impact on production and the lives of livestock farmers, the Prime Minister requested the Chairpersons of the People's Committees of provinces and centrally-run cities to:

- Directly lead and mobilize legal resources to completely handle disease outbreaks, prevent the emergence of new outbreaks; handle and destroy animals infected or suspected of being infected; proactively implement measures and policies to support livestock farmers affected by the disease according to the provisions of the law; promptly detect, prevent, and strictly handle cases of buying, transporting diseased animals, and disposing of carcasses that can spread diseases and pollute the environment;

- Organize the implementation of vaccination for livestock, ensuring that at least 80% of the current livestock population is vaccinated as soon as possible;

- Review and adjust the livestock and poultry disease prevention and control plans of localities in 2024 to be suitable for the actual situation; instruct specialized agencies and local authorities to timely and effectively implement vaccination plans for livestock, especially for avian influenza, rabies, African swine fever, foot-and-mouth disease, lumpy skin disease, and blue-ear disease;

- Direct specialized agencies to guide livestock farmers in strengthening the application of sanitary measures for livestock; concentrate resources to organize the construction of disease-free and safe livestock areas; proactively handle new disease outbreaks; strictly handle cases of concealing outbreaks and delays in reporting that can spread diseases;

- Strengthen information and communication activities through various forms and appropriate content for each target group, raising awareness and responsibility of the public regarding the risks of disease outbreaks and preventive measures;

- Urgently complete and enhance the capacity of the veterinary system at all levels to ensure the effective organization and implementation of animal disease prevention and control tasks, prevent smuggling and illegal transportation of animals and animal products;

- Establish inspection teams to supervise and urge the prevention and control of animal diseases; build disease-free and safe livestock areas;

- Take responsibility before the Prime Minister if there are widespread outbreaks of livestock and poultry diseases causing significant damage within the managed area.

In addition, the Ministry of Agriculture and Rural Development is assigned to lead and coordinate with relevant ministries, central authorities, and localities to:

- Concentrate on directing, guiding, urging, and inspecting the prevention and control of animal diseases in localities; proactively monitor the disease situation closely to ensure early detection, warning, and effective handling of outbreaks, preventing the spread of diseases on a large scale;

- Coordinate with localities, relevant ministries, and central authorities to timely detect and strictly handle cases of illegal transportation of animals and animal products across the border into Vietnam;

- Urge and inspect the effective implementation of national programs and plans for the prevention and control of animal diseases that have been approved by the Prime Minister of Vietnam;

- Coordinate with international organizations in supporting control and in-depth analysis in the prevention and control of livestock and poultry diseases, expanding disease management through the online system.
