Regarding this issue, LawNet would like to answer as follows:
On February 28, 2024, the Ministry of Education and Training issued Decision 669/QD-BGDDT on the Plan to implement the National Target Program for socio-economic development in ethnic minority and mountainous areas for 2024.
The plan sets out the following 45 tasks:
1. Executive work of the Steering Committee (total: 14 tasks)
- Operate and maintain regular activities;
- Guide localities to implement Subproject 1 - Project 5 in 2024.
- Report on the situation of budget allocation in 2024 and estimate the implementation of the plan for the first 6 months of 2024 in localities;
- Report on the disbursement of funds and assessment of the implementation of the 2024 plan in localities;
- Report on the implementation of tasks of the program in the first 6 months of 2024 in localities to the Government and the Committee for Ethnic Minorities;
- Report assessing the implementation of the 2024 plan and the expected 2025 plan to the Nationalities Committee, Ministry of Finance, Ministry of Planning and Investment;
- Report on the appraisal of a detailed capital allocation plan for the program's tasks in 2024;
- Report on the disbursement of funds and assessment of the progress of the program's tasks in 2024 for units under the Ministry;
- Report assessing disbursement progress and task plans for the period 2021–2024 and proposing plans for 2025 for units under the Ministry;
- Report on reviewing and evaluating the management mechanism and use of public funds of the Mountain Target Program and proposing adjustments and supplements to financial mechanisms for tasks in the field of Education and training to remove problems for localities, ministries, and branches; Workshop to provide comments on reports;
- Survey and evaluate the implementation of policies and regulations for students of ethnic minority boarding schools and semi-boarding schools;
- Survey and organize seminars to evaluate the current situation and propose solutions to improve quality and expand the system of boarding schools and semi-boarding schools for ethnic minorities;
- Survey and evaluate the need for training and fostering high-quality human resources for management staff, teachers, and students of Ethnic Minority Boarding Schools to serve the task of developing the Project ''Research and propose the development of a project to train and foster high-quality human resources for ethnic minorities in the following industries/industry groups/fields: health (mainly Medicine and Pharmacy), information technology, agriculture, finance - banking, and teacher training";
- Research and develop preferential allowance regimes for administrators, teachers, and staff of ethnic minority boarding schools, ethnic minority semi-boarding schools, and schools with semi-boarding students.

2. Subproject 2 - Project 4 (total: 04 tasks)
- Invest in facilities and equipment to support teaching and learning activities at Tay Bac University;
- Investing in the construction of the Faculty of Medicine and Pharmacy - Tay Nguyen University (oriented to develop into Tay Nguyen University of Medicine and Pharmacy);
- Invest in building facilities and improving training quality at Friendship School T78
- Invest in facilities and increase equipment to support teaching and learning activities at Friendship School 80.
3. Subproject 1 - Project 5 (total: 23 tasks)
3.1 Activity 1: Improving the quality of management staff and teachers of ethnic minority boarding schools, ethnic minority semi-boarding schools, and high schools with semi-boarding students (total: 14 tasks)
- Survey, develop documents, and organize training to improve the capacity of homeroom work for managers and core teachers of ethnic minority boarding schools to meet the requirements of educational innovation;
- Survey, develop documents, and organize training to improve the capacity of managers and core teachers to manage and organize the activities of Ethnic Boarding High Schools;
- Survey, compile documents, and train to implement the policy for semi-boarding students, boarding ethnic students, and educational institutions with students benefiting from the policy;
- Compile, print, and distribute documents to improve teaching capacity in Math and Vietnamese for grades 4 and 5 at ethnic minority boarding schools and schools with primary school students;
- Survey, compile materials, and provide training to enhance the capacity of implementing STEM education and organizing experiential activities and career guidance for managers and teachers of boarding ethnic minority secondary and high schools, tailored to the needs of boarding ethnic minority students.
- Survey, compile documents, foster, and improve teaching and assessment organization capacity according to the 2018 General Education Program for administrators and teachers suitable for students of Ethnic Minority Boarding Schools and Ethnic Semi-Boarding Schools at the middle and high school levels;
- Compile and digitize documents, provide training to improve capacity in organizing life skills education activities in schools for managers and key teachers at boarding schools for ethnic minorities, semi-boarding schools for ethnic minorities, and schools with semi-boarding students;
- Compile, digitize documents, and provide training to improve capacity to perform social work activities and psychological counseling in consulting and supporting students at boarding schools for ethnic minorities, semi-boarding schools for ethnic minorities, and schools with semi-boarding students;
- Amend, supplement, and complete training materials on the development of ethnic minority sports for ethnic minority boarding schools, ethnic minority semi-boarding schools, and high schools with semi-boarding students;
- Conduct training on how to build school meals to ensure proper nutrition and school hygiene, food safety, and student health care in boarding schools for ethnic minorities, semi-boarding schools for ethnic minorities, and schools with semi-boarding students;
- Compile documents, develop electronic learning materials, organize training; print and distribute documents on improving the capacity to organize professional activities to meet the requirements of educational innovation for professional team leaders of boarding schools for ethnic minorities, boarding schools for ethnic minorities, and high schools with semi-boarding students;
- Compile documents, develop electronic learning materials, organize training, and print and distribute documents to managers of boarding schools for ethnic minorities, boarding schools for ethnic minorities, and schools with semi-boarding students on the capacity to implement digital transformation in school administration
- Survey, develop documents, organize training and evaluate the post-training application of capacity building
For administrators and teachers implementing quality assurance tasks consistent with boarding schools for ethnic minorities
- Survey, develop documents, organize training on information technology application and digital transformation in Ethnic Boarding High Schools, Ethnic Semi-boarding High Schools, and high schools with semi-boarding students.
3.2 Activity 2: Eliminating illiteracy (XMC) for people in ethnic minority areas (total: 09 tasks)
- Training for core teachers at the provincial level of educational establishments and officers and soldiers of the Border Guard on teaching the literacy program phase 2;
- Editing and digitizing the Document Set Guidance on Implementing the Literacy Elimination Program Phase 2 (for teachers and students).;
- Survey and research to develop a draft assessment toolkit on re-illiteracy in ethnic minority areas;
- Organize the development of a project to improve the capacity and operational efficiency of community learning centers in ethnic minority and mountainous communes;
- Communicate and propagate illiteracy eradication activities for people in ethnic minority areas;
- Operate and manage specialized pages, produce, synthesize information, and propagate illiteracy eradication activities for people in ethnic minority areas on the Ministry of Education and Training's electronic information portal;
- Workshop to exchange and share experiences and honor advanced examples of literacy work for people in ethnic minority areas in 2024;
- Training in communication and propaganda skills for reporters on illiteracy eradication for people in ethnic minority areas by 2024;
- Communication and propaganda about activities to improve the quality of management staff and teachers of Ethnic Boarding High Schools, Ethnic Semi-Boarding High Schools, and High Schools with semi-boarding students
under the National Front Program for socio-economic development of ethnic minorities and mountainous areas in the period 2021–2025.
3.3 Project 10: Communication, propaganda, and advocacy in ethnic minority and mountainous areas. Inspect, monitor, evaluate, train, organize, and implement the Program (total: 04 tasks)
- Organize teams to inspect, monitor, and evaluate the implementation of the National Target Program at localities assigned by the Working Group;
- Organize a team to inspect, monitor, and evaluate the content of subproject 1 - Project 5 chaired by the Ministry of Education and Training;
- Check the progress of the disbursement of funds in 2023 under subproject 2 - Project 4 of the Faculty of Medicine and Pharmacy of Tay Nguyen University and Tay Bac University;
- Conduct communication and propaganda about the contents presided over by the Ministry of Education and Training under the National Front Program for socio-economic development of ethnic minorities and mountainous areas in the period 2021–2025.
