On January 9, 2024, the Ministry of Agriculture and Rural Development issued Official Dispatch 267/BNN-VPDP on the implementation of the National Target Program for Building New Rural Areas in the period of 2021–2025 for administrative units at district and commune levels that have been reorganized in Vietnam.

Implementation of the National Target Program for New Rural Construction 2021-2025 with administrative units formed after arrangement in Vietnam

(1) For administrative units at the commune level that have been reorganized

- For communes that have already been recognized as meeting the New Rural Area criteria, the Higher People's Committee of provinces and centrally-run cities (referred to as the Provincial People's Committee) shall issue decisions to recognize these reorganized communes as meeting the New Rural Area criteria, the upgraded New Rural Area criteria, or the exemplary New Rural Area criteria. They shall also provide guidance on the implementation of specific contents, tasks, and solutions to continue improving the quality of the criteria, building upgraded New Rural Areas for communes that have already met the New Rural Area criteria, and building exemplary New Rural Areas or smart New Rural Area models for communes that have achieved the upgraded New Rural Area criteria or the exemplary New Rural Area criteria in specific locations as determined by the provincial People's Committee.

- For reorganized communes that are situated between communes that have been recognized as meeting the New Rural Area criteria and some that have not:

The provincial People's Committee shall direct relevant agencies, units, and localities to review and implement the construction of New Rural Areas. When the reorganized commune meets all the conditions and criteria as stipulated, the provincial People's Committee shall provide guidance on the procedures, processes, and documentation for recognizing the reorganized commune as meeting the New Rural Area criteria according to Decision 18/2022/QD-TTg.

- For reorganized communes that are situated between communes that have been recognized as meeting the upgraded New Rural Area criteria and some that have achieved the New Rural Area criteria or have not:

The provincial People's Committee shall direct relevant agencies, units, and localities to review and implement: building New Rural Areas for reorganized communes situated between communes that have been recognized as meeting the upgraded New Rural Area criteria and those that have not; and upgrading New Rural Areas for reorganized communes situated between communes that have been recognized as meeting the upgraded New Rural Area criteria and those that have achieved the New Rural Area criteria. When the reorganized commune meets all the conditions and criteria as stipulated, the provincial People's Committee shall provide guidance on the procedures, processes, and documentation for recognizing the reorganized commune as meeting the New Rural Area criteria, the upgraded New Rural Area criteria, or the exemplary New Rural Area criteria according to Decision 18/2022/QD-TTg.

- For reorganized communes that are situated between communes that have been recognized as meeting the exemplary New Rural Area criteria and some that have achieved the upgraded New Rural Area criteria, the New Rural Area criteria, or have not:

The provincial People's Committee shall direct relevant agencies, units, and localities to review and implement: building New Rural Areas for reorganized communes situated between communes that have been recognized as meeting the exemplary New Rural Area criteria and those that have not achieved the New Rural Area criteria; upgrading New Rural Areas for reorganized communes situated between communes that have been recognized as meeting the exemplary New Rural Area criteria and those that have achieved the upgraded New Rural Area criteria; and building exemplary New Rural Areas for reorganized communes situated between communes that have been recognized as meeting the exemplary New Rural Area criteria and those that have achieved the upgraded New Rural Area criteria. When the reorganized commune meets all the conditions and criteria as stipulated, the provincial People's Committee shall provide guidance on the procedures, processes, and documentation for recognizing the reorganized commune as meeting the New Rural Area criteria, the upgraded New Rural Area criteria, the exemplary New Rural Area criteria, or the exemplary New Rural Area criteria for reorganized communes situated between communes that have been recognized as meeting the exemplary New Rural Area criteria and those that have achieved the upgraded New Rural Area criteria according to Decision 18/2022/QD-TTg.

(2) For administrative units formed after reorganization:

- For administrative district units that have been recognized as meeting the new rural standards, the advanced new rural standards, and the exemplary new rural standards, the provincial People's Committee shall send a document to the Ministry of Agriculture and Rural Development to submit to the Prime Minister for issuing a decision to recognize the administrative district units formed after reorganization as meeting the new rural standards, the advanced new rural standards, and the exemplary new rural standards. At the same time, it shall direct the implementation of specific contents, tasks, and solutions, and continue to strive to implement: building advanced new rural districts (for districts that have met the new rural standards); building exemplary new rural districts (for districts that have met the advanced new rural standards) in locations with favorable conditions.

- For administrative district units formed after reorganization between a district that has been recognized as meeting the new rural standards and some districts that have not met the new rural standards:

The provincial People's Committee shall direct relevant agencies, units, and localities to review and implement the organization of building new rural districts. When the administrative district unit formed after reorganization fully meets the conditions and standards as prescribed, the provincial People's Committee shall direct the implementation of procedures, formalities, and records as prescribed in Decision 18/2022/QD-TTg to propose consideration and recognition of meeting the new rural standards for the administrative district unit formed after reorganization.

- For administrative district units formed after reorganization between a district that has been recognized as meeting the advanced new rural standards and some districts that have met the new rural standards/have not met the new rural standards:

The provincial People's Committee shall direct relevant agencies, units, and localities to review and implement: building new rural districts for the administrative district unit formed after reorganization between a district that has been recognized as meeting the advanced new rural standards and a district that has not met the new rural standards; building advanced new rural districts for the administrative district unit formed after reorganization between a district that has been recognized as meeting the advanced new rural standards and a district that has been recognized as meeting the new rural standards. When the administrative district unit formed after reorganization fully meets the conditions and standards as prescribed, the provincial People's Committee shall direct the implementation of procedures, formalities, and records as prescribed in Decision 18/2022/QD-TTg to propose consideration and recognition of meeting the new rural standards/meeting the advanced new rural standards for the administrative district unit formed after reorganization.

- For administrative district units formed after reorganization between a district that has been recognized as meeting the exemplary new rural standards and some districts that have met the advanced new rural standards/met the new rural standards/have not met the new rural standards:

The provincial People's Committee shall direct relevant agencies, units, and localities to review and implement: Building new rural districts for the administrative district unit formed after reorganization between a district that has been recognized as meeting the exemplary new rural standards and a district that has not met the new rural standards; building advanced new rural districts for the administrative district unit formed after reorganization between a district that has been recognized as meeting the exemplary new rural standards and a district that has been recognized as meeting the advanced new rural standards; building exemplary new rural districts for the administrative district unit formed after reorganization between a district that has been recognized as meeting the exemplary new rural standards and a district that has been recognized as meeting the advanced new rural standards. When the administrative district unit formed after reorganization fully meets the conditions and standards as prescribed, the provincial People's Committee shall direct the implementation of procedures, formalities, and records as prescribed in Decision 18/2022/QD-TTg to propose consideration and recognition of meeting the new rural standards/meeting the advanced new rural standards/meeting the exemplary new rural standards for the administrative district unit formed after reorganization.

(3) For administrative units of towns and cities under provincial jurisdiction formed after reorganization:

- For administrative units of towns/cities formed after reorganization from towns/cities that have been recognized as completing the new rural construction tasks, along with some districts that have been recognized as meeting the new rural standards/advanced new rural standards/exemplary new rural standards, the provincial People's Committee shall send a document to the Ministry of Agriculture and Rural Development to submit to the Prime Minister for issuing a decision to recognize the administrative units of towns/cities formed after reorganization as completing the new rural construction tasks. At the same time, it shall direct the implementation of specific contents, tasks, and solutions, and continue to strive to implement: Building advanced new rural communes for communes that have met the new rural standards; building smart commune models for communes that have met the advanced new rural standards/exemplary new rural standards in locations with favorable conditions, as specified by the provincial People's Committee.

- For administrative units of towns/cities formed after reorganization between towns/cities that have been recognized as completing the new rural construction tasks and some districts that have not met the new rural standards, or formed after reorganization between towns/cities that have not completed the new rural construction tasks and some districts that have been recognized as meeting the new rural standards/advanced new rural standards/exemplary new rural standards:

The provincial People's Committee shall direct relevant agencies, units, and localities to review and implement the organization of building towns/cities to complete the new rural construction tasks. When the administrative unit of the town/city formed after reorganization fully meets the conditions and standards as prescribed, the provincial People's Committee shall direct the implementation of procedures, formalities, and records as prescribed in Decision 18/2022/QD-TTg to propose consideration and recognition of completing the new rural construction tasks for the administrative unit of the town/city formed after reorganization.
