Regarding this matter, LawNet would like to answer as follows:

On April 9, 2024, the Ministry of Culture, Sports, and Tourism issued Official Dispatch 1461/BVHTTDL-GD on implementing the National Action Month on prevention and combat against domestic violence in Vietnam.

Specifically, to implement the Law on prevention and combat against domestic violence 2022; Decision 363/QD-TTg in 2016 approving the National Action Month on prevention and combat against domestic violence, as well as to raise awareness and responsibility of agencies, organizations, and individuals in preventing and combating domestic violence, and to build well off, equal, progressive, and happy Vietnamese families, the Ministry of Culture, Sports, and Tourism requests central ministries, central authorities, organizations, and People's Committees of provinces and centrally-run cities to implement the National Action Month on prevention and combat against domestic violence in 2024 with the following contents:

(1) Communication theme: “Chấm dứt bạo lực, vun đắp yêu thương” ("End violence, nurture love.")

(2) Time: from June 1, 2024, to June 30, 2024.

(3) Communication messages and slogans:

- Respond to the National Action Month on prevention and combat against domestic violence.

- Preventing and combating domestic violence is the responsibility of the whole society.

- Investing in prevention and combat against domestic violence is investing in sustainable development.

- Enhancing the role and responsibility of individuals, families, and communities in preventing and combating domestic violence.

- Obstructing the detection, reporting, and denunciation of domestic violence is a violation of the law.

- All acts of domestic violence need to be detected, prevented, and strictly handled.

- Violence is the main cause of divorce nowadays.

- Forcing pregnancy, abortion, and sex selection of fetuses are acts of domestic violence.

- Neglecting and not caring for the elderly is an act of violence against them.

- Domestic violence impairs the learning ability and comprehensive development of children.

(4) Communication methods:

Communication methods on prevention and combat against domestic violence include rallies, competitions, workshops, conferences, performances, round-table discussions, specialized talks; dissemination on television, press, social media, text messages; hanging banners, posters at the entrances of agencies, organizations, and heavily populated areas such as industrial zones, schools, hospitals, markets, shopping centers, and residential areas; and integrating content on prevention and combat against domestic violence into community activities.

(5) Implementation organization:

Central ministries, central authorities, organizations, and People's Committees of provinces and centrally-run cities are requested to choose suitable forms to direct and organize the implementation based on the theme, communication messages, and implementation time in this document, as well as the actual situation.

Agencies and units under the Ministry of Culture, Sports, and Tourism will hang banners, posters, and disseminate messages at the entrances of their offices or choose suitable forms to disseminate and popularize the laws on prevention and combat against domestic violence to all officials, public employees, and employees in the agencies and units.

Central ministries, central authorities, organizations, and People's Committees of provinces and centrally-run cities, as well as relevant agencies and units, will compile the results of implementing the National Action Month on prevention and combat against domestic violence in 2024 and send them to the Ministry of Culture, Sports, and Tourism (via the Family Department, 51 Ngo Quyen, Hoan Kiem, Hanoi) before July 31, 2024, for reporting to the Prime Minister as prescribed.

Principle of prevention and combat against domestic violence in Vietnam

Principle of prevention and combat against domestic violence in Vietnam include:

- Make prevention the main focus, taking the domestic violence victim as the center.

- Respect and protect legal rights and benefits of relevant people; ensure the best benefits of children; prioritize the protection of legal rights and benefits of domestic violence victims who are pregnant women, women who are raising children under 36 months old, the elderly, disabled people, and people who are unable to take care of themselves; perform gender equality.

- Focus on activities of disseminating, educating, counseling, and mediating in preventing and combating domestic violence.

- Promptly detect and prevent and strictly handle violations against laws on prevention and combat against domestic violence as prescribed by law. If the domestic violence victims are children, during the handling process, there must be the participation of the representatives of state management agencies of children or people who are assigned to protect children.

- Increase the responsibilities of agencies, organizations, and heads; focus on inter-sectoral cooperation in preventing and combating domestic violence.  

- Promote the role and responsibilities of individuals, families, and communities.  

- Perform the responsibility to set an example in preventing and combating domestic violence regarding officials, public employees, and people of the people’s armed forces.
