Regarding this matter, LawNet would like to answer as follows:

On February 11, 2024, the Prime Minister issued Directive 04/CT-TTg to continue promoting the implementation of the project on developing population data applications, identification, and electronic authentication to serve the national digital transformation phase 2022-2025, with a vision towards 2030 in ministries, sectors, and localities in 2024 and the following years.

To further enhance the implementation of Project 06 in 2024, laying the groundwork for achieving the objectives of the national digital transformation program by 2025, with a vision towards 2030, the Prime Minister requested the Ministry of Justice connect and share data between databases in the justice sector, such as the electronic civil status database, the national citizenship database, and the judicial records database, with the national population database, to be completed by June 2024.

In particular, an agency, in coordination with the Ministry of Public Security, will implement the issuance of judicial records on VNeID in Thua Thien Hue before proposing nationwide expansion, to be completed in the first quarter of 2024.

It is known that in Directive 23/CT-TTg dated July 9, 2023, to promote administrative procedure reform for issuing judicial records, facilitating citizens and businesses, the Prime Minister also assigned the Ministry of Justice to lead the coordination with the Ministry of Public Security to study and develop solutions for piloting the issuance of judicial records on the VNeID application as required in Resolution 74/NQ-CP dated May 7, 2023.

Provide recommendations to the Government for reporting to the National Assembly on the pilot decentralization of issuing judicial records to the Justice Department of district-level People's Committees in Hanoi and Nghe An province, as soon as possible.

At the same time, assign the Ministry of Public Security to lead and coordinate with relevant agencies and localities to carry out the following tasks:

- Lead and coordinate with the Ministry of Justice, the Ministry of National Defense, the Supreme People's Court, the Supreme People's Procuracy, and relevant agencies to connect and share the national population database with the judicial records database, the database of civil enforcement agencies, the database managed by the Ministry of Public Security, the database of the Ministry of National Defense, the Supreme People's Court, and the Supreme People's Procuracy to serve the issuance of judicial records and the settlement of administrative procedures according to legal regulations.

- Coordinate with the Ministry of Justice, the Ministry of Information and Communications, and the People's Committee of Thua Thien Hue province to study and develop solutions for piloting the issuance of judicial records on the VNeID application according to Resolution 74/NQ-CP dated May 7, 2023. Based on that, summarize and report to the competent level on the nationwide implementation.

Previously, according to Resolution 74/NQ-CP dated May 7, 2023, the Government assigned the Ministry of Public Security to lead and coordinate with the Ministry of Justice, the Ministry of Information and Communications, and the People's Committee of Thua Thien Hue province to study and develop solutions for piloting the issuance of judicial records on the VNeID application for citizens in Thua Thien Hue province; report to the Prime Minister before May 31, 2023.

Judicial record means a record of previous criminal conviction(s) of a person convicted under a criminal court judgment or ruling which has taken legal effect, the state of his/her execution of the judgment and a ban on this person's holding of certain posts, or establishment or management of enterprises or cooperatives in case enterprises or cooperatives have been declared bankrupt by court.

Judicial record card means a card issued by an agency managing the judicial record database and valid to prove whether or not an individual has a previous criminal conviction, is banned from holding certain posts, establishing or managing enterprises or cooperatives in case enterprises or cooperatives have been declared bankrupt by court.
