Circular 11/2018/TT-BNV was issued by the Ministry of Home Affairs on September 14, 2018, to specifically stipulate the organization of statistics on Vietnamese youth.
Circular 11 stipulates that the Ministry of Home Affairs shall preside, cooperate with the Ministry of Planning and Investment (General Statistics Office) and relevant agencies:
- Develop policies for statistical reporting and regulations for information sharing between the Ministry of Home Affairs and ministries and central authorities; integrate the collection of statistical indicators within the framework of the Vietnam Youth Statistical Indicator System through the statistical reporting policies of ministries and central authorities; statistical surveys, and the use of administrative data to serve the collection, compilation of statistical information within the Vietnam Youth Statistical Indicator System.- Aggregate statistical information within the Vietnam Youth Statistical Indicator System to present to the Minister of Home Affairs for publication; organize the dissemination of statistical information; monitor, guide, and report on the implementation status.- Exploit and analyze data on youth to evaluate the implementation of youth policies annually and every five years; simultaneously serve as a basis for formulating youth policies and development strategies.- Develop a statistical database on youth; develop statistical software to collect, process, and disseminate statistical information on Vietnamese youth.
In accordance with the Vietnam Youth Statistical Indicator System issued alongside this Circular, we request that Ministries, ministerial-level agencies, agencies under the Government of Vietnam, the Supreme People's Procuracy, the Supreme People's Court, People's Committees of provinces and centrally-run cities, Departments of Home Affairs of provinces and centrally-run cities, and relevant agencies, within the scope of their tasks and powers, integrate, collect, and compile the indicators assigned in the Vietnam Youth Statistical Indicator System, and provide them to the Ministry of Home Affairs for aggregation, compilation, and publication.
