The Office of the Government of Vietnam has just issued a request regarding the implementation of the policies on the development of green transportation vehicles.

On November 25, 2024, the Office of the Government of Vietnam issued Official Dispatch 8685/VPCP-CN regarding the implementation of the policy for developing green transportation vehicles.
Upon reviewing the report from the Ministry of Transport in document No. 12093/BGTVT- KHCN&MT dated November 7, 2024, concerning the policy for developing green transportation vehicles, the Deputy Prime Minister of the Government of Vietnam expressed his opinions as follows:
The ministries and central authorities and the People's Committees of provinces and centrally-run cities are urged to promptly study and implement tasks associated with the implementation roadmap outlined in the "Policy Proposal Report on Supporting the Transition to Electric Cars" attached to document No. 12093/BGTVT-KHCN&MT dated November 7, 2024, of the Ministry of Transport (attached document). This aims to promote the transition to green energy in the transportation sector, noting that:
- The Ministry of Transport is responsible for the general policy to promote the transition, facilitating the introduction of electric cars to replace fossil fuel vehicles; policies that encourage people and businesses to switch to electric cars; national technical regulations on electric cars, components, and parts for electric vehicles.
- The Ministry of Industry and Trade is responsible for developing the electric car manufacturing industry, including the supporting industry; developing the electric charging infrastructure; price incentives for electricity sold at public charging stations; national technical regulations on electric/hydrogen charging stations; policies ensuring electricity supply for charging stations.
- The Ministry of Finance is responsible for preferential policies on taxes and fees; policies regarding the procurement of public assets transitioning to electric cars; policies providing direct and indirect financial support to users switching to electric vehicles.
- The Ministry of Planning and Investment is responsible for policies encouraging investment in electric car manufacturing, supporting technologies for electric car production, transitioning to using electric vehicles for freight and passenger transport, and developing electric/hydrogen charging station infrastructure.
- The Ministry of Construction is responsible for regulations on the placement of charging stations in buildings, urban areas; construction permits for electric charging stations.
- The People's Committees of provinces and centrally-run cities are responsible for issuing policies to promote the transition to electric vehicles at the local level. Initially, from now until 2030, a plan to transition to using electric buses and intra-provincial passenger vehicles according to the roadmap in Decision 876/QD-TTg dated July 22, 2022, of the Prime Minister of the Government of Vietnam.
In Decision 876/QD-TTg dated July 22, 2022, the Prime Minister of the Government of Vietnam set out the roadmap for transitioning to green energy for road transportation as follows: - Phase 2022 - 2030 + Promote the production, assembly, import, and transition to using electric motor vehicles for road transportation; expand blending, and use 100% E5 gasoline for road motor vehicles. + Develop charging infrastructure to meet the needs of citizens and businesses. + Encourage bus terminals and rest stops to newly build or convert existing facilities to meet green criteria. - Phase 2031 - 2050 + By 2040: Gradually limit and progress towards stopping the production, assembly, and import of cars, motorcycles, and mopeds using fossil fuels for domestic use. + By 2050: 100% of road motor vehicles, construction machinery participating in traffic converted to using electricity, green energy, all bus terminals, rest stops meet green criteria; convert all machinery and equipment for loading and unloading using fossil fuels to using electricity, green energy. + Complete the charging infrastructure, supply green energy nationwide to meet the needs of citizens and businesses. |
