Circular 21/2017/TT-BGDDT stipulates the application of information technology in online training and professional development activities for teachers, staff, and educational management officers, issued on September 6, 2017. This Circular specifically stipulates that the unit responsible for the training shall organize and guide the implementation of online training activities with the following contents:
1. Guide students to log into the learning management system for self-study online as per the approved regulations and plan.
2. Teachers and academic advisors shall implement training content according to the plan; monitor, evaluate, and assist students throughout the training course via the online learning management system and other online communication tools (email, online meetings, social networks, and other communication channels) ensuring students grasp the content and keep up with the training activities' progress.
3. Technical staff managing the information system shall conduct online training and operate and control the IT system to ensure technical conditions to support training activities as planned.
4. Depending on the nature of the online training course, the training host unit may combine the deployment of online conferencing tools (web conferencing, video conferencing systems) to effectively organize teaching and learning activities.
5. Conduct examinations and assessments using suitable methods, including multiple-choice tests or essays (if applicable).
6. Combine centralized training organization in a hybrid format of online and in-person learning (if necessary).
7. Announce the training results, issue certificates or certifications of course completion (if applicable) according to regulations.
8. After the conclusion of the online training course, all lectures and related electronic learning materials will be available on the online learning management system for students to access and study for a minimum of 6 months.
9. Evaluate the satisfaction of both teachers and students regarding the training organization, training content, and the IT system serving the online training to serve as a basis for adjustment and improvement of online training quality.
10. Encourage the organization of training courses in a hybrid format of both online and in-person to minimize central training activities, enhance the effectiveness of training, and save time and costs.
