Regarding this matter, LawNet would like to answer as follows:

On March 15, 2024, the Ministry of Transport issued Official Dispatch 2733/BGTVT-CDCTVN on the implementation of investment in building a comprehensive intelligent transportation system (ITS) on highways.

The implementation of investment in building a comprehensive intelligent transportation system (ITS) on highways aims to enhance the connectivity between people, vehicles, and highway infrastructure to optimize operational efficiency, ensure smooth and safe traffic, and promote convenience and environmental friendliness.

In recent times, some highways have successfully implemented and completed the ITS system during the construction process of projects and have synchronized the system when the highways were put into operation. This has effectively contributed to the management, operation, exploitation, and maintenance processes, improving traffic flow and ensuring traffic safety.

To enhance the efficiency of highway operation and actively participate in the Fourth Industrial Revolution and digital transformation of the road sector, the Ministry of Transport recommends the following:

- The People's Committees of provinces and centrally-run cities, as well as the State Capital Management Committee at enterprises, should direct specialized agencies in construction, investors, review consultants, and research the implementation of investment in building an intelligent transportation system and traffic management control centers that meet the requirements of highway operation.

- The implementation of investment in the intelligent transportation system and traffic management control centers must comply with current standards (TCVN 10851:2005; TCVN 10850:2015; TCVN 10852:2015; TCVN 12836-1:2020; TCVN 12191:2018...) and the "Orientation Plan for Investment, Operation, and Exploitation of Intelligent Transportation Systems on Highways" approved by the Ministry of Transport in Document No. 15209/BGTVT-KCHTGT on December 29, 2023 (attached herewith).

It is important to note that the investment and installation of equipment must be modern and apply advanced technologies, ensuring synchronized and efficient connectivity between traffic management control centers and the national intelligent transportation system management center. The traffic management control centers can manage one or several adjacent highway sections and have the necessary infrastructure to support the coordination of functional forces in management, operation, and exploitation along the route, as stipulated by Government's Decree 25/2023/ND-CP dated May 19, 2023, and TCVN 10851:2015.

The process of organizing and implementing investment in construction must comply with the procedures and regulations of the law, ensuring transparency and avoiding waste and negative consequences.

The Ministry of Transport requests the People's Committees of provinces and centrally-run cities, as well as the State Capital Management Committee at enterprises, to coordinate and implement the above recommendations.
