Recently, the Ministry of Education and Training (MOET) has issued guidance on the implementation of tasks for the 2024-2025 school year for early childhood education. Among these, there are innovations in the management of early childhood education in Vietnam.

On August 29, 2024, the Ministry of Education and Training issued Official Dispatch 4868/BGDDT-GDMN providing guidance on the tasks for the 2024-2025 academic year concerning early childhood education in Vietnam.

Based on the actual local situation, to effectively implement the tasks, the Ministry of Education and Training guides the Departments of Education and Training to carry out the tasks for the 2024-2025 academic year concerning early childhood education in Vietnam.

The Ministry of Education and Training of Vietnam requires the implementation of innovations in education management as follows:

- Proactively advise, promulgate, and promptly implement documents and policies regarding early childhood education, ensuring conditions to execute the early childhood education Program.

+ Strengthen coordination between the Departments of Education and Training with provincial departments and local authorities to improve advising on the promulgation of specific policies and mobilize societal resources for early childhood education development.

+ Continue to promote private investment in education, effectively implement mechanisms and policies on private investment in education; advise on investment in building early childhood educational institutions to meet the needs of caring for and educating children of workers in industrial zones (IZs), export-processing zones (EPZs), and densely populated areas. Continue effectively implementing foreign cooperation and investment in the field of education and training (ET); enhance and elevate the efficiency of international cooperation, leveraging investments, and sponsorships from individuals, international organizations, and NGOs both domestically and internationally to develop early childhood education in accordance with local laws.

+ Advise the Provincial People’s Council to promulgate the List of Educational Services, striving for all 63 provinces and cities to issue the list by 2025 in accordance with the requirements of Decree 105/2020/ND-CP; enhance guidance in organizing, implementing, inspecting, and reviewing to monitor information on the management and implementation of support services to improve the quality of nurturing, caring, and educating children in preschool institutions, ensuring conformity and suitability with local and early childhood educational institution conditions.

+ Fully and conformably implement policies regarding children, managers, teachers, staff, and early childhood educational institutions according to regulations; cooperate with relevant provincial departments and authorities in implementing policies for early childhood education in industrial zones, areas with a dense labor force.

+ Prioritize and integrate resources from projects, schemes, and programs to invest in facilities, team capacity, and conditions to ensure quality implementation of the early childhood education program, maintain, and enhance the quality of universal early childhood education for 3-5-year-old children and innovate the early childhood education program.

- Continue effectively innovating management in early childhood education towards decentralization, autonomy associated with accountability.

+ Guide and implement regulations on the management of early childhood educational institutions; enhance the proactive planning and coordination between educational management levels, departments, and related sectors in local inspection, supervision; guide and rectify the management and organization of educational activities, ensuring children's safety in early childhood educational institutions, especially in private independent kindergartens and classes.

+ Increase autonomy for educational institutions in deciding forms and methods of organizing educational activities to meet the early childhood educational program goals, ensuring quality and effectiveness; link autonomy with accountability of the head of the early childhood educational institution.

+ Implement democratic regulations in managing activities in preschool institutions as stipulated to promote the role of stakeholders in planning, implementing, supervising, and using resources to organize activities in early childhood educational institutions; ensuring full and prompt public disclosure of quality education goals, conditions to ensure educational quality, and implementation results as per the Ministry of Education and Training regulations.

+ Simplify and digitize documents and records; continue to strictly enforce and promptly rectify the overuse of documents and records in early childhood educational institutions.

+ Strengthen cooperation with People's Committees at all levels, departments, sectors, and social organizations, mobilizing community participation in early childhood education management, particularly in the management of private independent kindergartens and classes.
