Below is the plan for the implementation of Directive 34-CT/TW on enhancement of the leadership of the Communist Party of Vietnam towards social housing development.

On August 30, 2024, the Prime Minister of the Government of Vietnam issued Decision 927/QD-TTg implementing Directive 34-CT/TW on strengthening the leadership of the Communist Party in the development of social housing in the new situation.

The Prime Minister of the Government of Vietnam requires ministries, ministerial-level agencies, agencies under the Government of Vietnam, and local administrations at all levels to focus on effectively directing the following tasks and solutions:

(1) Propaganda, raising awareness, and responsibility about social housing development work

- Organize research, thoroughly grasp, disseminate, and publicize the contents of Directive 34-CT/TW and the guiding documents by various forms to raise awareness and responsibility of officials, party members, especially heads of agencies, organizations, enterprises, and the social community about the nature and significance of social housing development work, considering it a key task to be prioritized in the country's socio-economic development.

- Emphasize the responsibility of heads of agencies, organizations, enterprises, and the social community towards social housing development work.

- Focus on leading, directing, enhancing the role and associating the responsibility of heads in improving the quality and efficiency of social housing development work; integrate social housing development targets into the 5-year and annual socio-economic development indicators of localities.

- Regularly propagate, mobilize, and raise awareness and responsibility among officials, party members, and the people towards the goal of striving by 2030 to completely eliminate temporary and dilapidated houses for poor households, near-poor households, and people affected by natural disasters and climate change; complete the construction of at least 1 million social housing units for low-income individuals and industrial zone workers; ensure proper housing support through targeted programs, especially for people with meritorious services to the revolution, relatives of people with meritorious services struggling with housing, poor households in rural areas, ethnic minorities, and mountainous regions; ensure 100% of people with meritorious services and their families are well cared for in terms of housing.

- Conduct training, propaganda, and dissemination of the contents of the Land Law 2024, Housing Law 2023, Real Estate Business Law 2023, Credit Institutions Law 2024 and associated guiding documents.

(2) Review and complete policies and the legal system related to social housing

- Issue favorable mechanisms and policies for localities to proactively allocate budgets for social housing project construction, compensation, site clearance, resettlement support to obtain clear land for social housing; invest in off-project technical infrastructure, connecting technical infrastructure systems, ensuring synchronization of social infrastructure within and outside the project area.

- Issue specialized mechanisms and policies on social housing for workers and housing development for people's armed forces. Improve the law and facilitate mechanisms and policies for the Vietnam General Confederation of Labor to participate in social housing development using union financial resources.

- Promote administrative reform, facilitate enterprises to invest in social housing development, and make it easier for beneficiaries to access social housing; minimize the time required to process administrative procedures in investment, construction, business, sale, management, and use of social housing.

- Create favorable policies to incentivize the development of green social housing models, energy-saving, sustainable development, and low carbon emissions.

(3) Enhance the effectiveness of state management, responsibility coordination among agencies, organizations, enterprises in social housing development and implementing housing support policies for beneficiaries

- Plan and arrange social housing projects independently, or within commercial housing projects at convenient traffic locations, linked to industrial centers, ensuring synchronized technical infrastructure and essential social infrastructure.

- Develop diverse types of social housing and mechanisms, policies to buy, rent, rent-purchase social housing, dormitories, and accommodations for workers, low-income urban individuals, students, and armed forces at prices suited to their financial capacities; increase the proportion of social housing for rent.

- Pay attention to housing and homestead land support for people with meritorious services, the poor, and policy beneficiaries, ensuring compliance with land use planning, construction planning, and housing development plans of localities per stage.

- Flexibly combine state support policies and involve political-social organizations, enterprises, and individuals.

(4) Mobilize and efficiently use capital sources for social housing development

- Prioritize budget allocation from central and local governments promptly to ensure achieving social housing development goals.

- The state focuses on developing rental social housing in urban areas using public investment capital.

- Promote private investment in social housing development capital, particularly from domestic and foreign enterprises.

- Review, resolve difficulties, and effectively implement the social housing loan support program.

- Research to establish a long-term and sustainable social housing development fund or an appropriate financial institution.

- Expand social housing development capital from local development investment funds and foreign sources.

- Encourage the formation of investment funds, investment trust funds, and joint venture and association activities to implement social housing projects.

- Allocate sufficient budget to the Bank for Social Policies and commercial banks designated by the State to provide preferential loans for social housing development.

- Review, innovate, and continue expanding the preferential loan program for individuals and households to buy, rent, and rent-purchase social housing under social housing policies.

(5) Innovate the management and development methods and models of social housing

- Promote the application of information technology and digital transformation in social housing management and development.

- Strong decentralization and delegation to localities in social housing development, coupled with enhanced inspection, supervision, and discipline to ensure proper implementation of social housing projects and land use and development plans within commercial housing projects.

- Establish strong enforcement measures, promptly and strictly handle policy violations and profiteering.

- Accelerate the completion of the housing and real estate market information database system, including social housing.

- Research establishing and creating an operating mechanism for state-owned enterprises specialized in investing in social housing development.

(6) Specific tasks of ministries, ministerial-level agencies, agencies under the Government of Vietnam, and Provincial People's Committees, centrally-governed cities are attached in the Appendix.
