Implementation of Bonus Payment for Emulation Titles

Responsibilities, reward levels, and principles for reward distribution for commendation titles and forms of recognition are fully stipulated in Circular 21/2014/TT-BVHTTDL as follows:

- Responsibility for reward allocation:

- The Ministry of Culture, Sports, and Tourism is responsible for awarding:    - Titles and forms of commendation within the authority of the State to decide as submitted by the Ministry;    - Titles and forms of commendation for collectives and individuals benefiting from the salary fund at the Ministry's Office;    - Titles and forms of commendation for collectives and individuals during the annual summary work of the Ministry (with annual guiding documents);    - Other cases as considered and decided by the Minister.- Agencies and units under the Ministry with their own seals and accounts are responsible for awarding:    - Titles and forms of commendation within the Minister's authority for collectives and individuals of agencies and units not subject to the reward allocation specified in point a clause 1 of this Article;    - Titles and forms of commendation within the agency or unit head’s decision-making authority for collectives and individuals under their management;    - Other cases as considered and decided by the heads of the agencies or units.

- Reward levels associated with titles and forms of commendation are implemented according to the provisions of Articles 70, 71, 72, 73, 74, 75, and 76 of Decree 42/2010/ND-CP and related legal documents.

- Principles of reward allocation:- Implement according to the provisions of points a, b, c clause 2, Article 24 of Circular 07/2014/TT-BNV, Decree 39/2012/ND-CP, and Decree 65/2014/ND-CP.- For commendation on specific topics or fields, implement according to the provisions of clause 12, Article 53 of Decree 42/2010/ND-CP.
