Implementation and Replication of the Poverty Reduction Model Project

Circular 18 stipulates the content of implementing the project on replicating poverty reduction models, including:

- Survey, project formulation, submission to the authorities assigned or authorized by the Ministries, branches, and localities to preside over the approval of replicating poverty reduction models;- Implementation;- Training knowledge, transferring scientific and technical methods for project implementation;- Visiting and learning from successfully implemented models;- Supporting the project replication model: support activities applied according to the provisions of Articles 8 and 10 of Circular No. 15/2017/TT-BTC;- Supporting technical staff directly guiding project implementation;- Inspection, acceptance, summarization, evaluation, and reporting.

In addition, Circular 18 also stipulates the construction of poverty reduction model projects as follows:

For poverty reduction model projects managed by ministries and central authorities

- Ministries, branches, and sectors are allocated funding to implement the replication of poverty reduction models assigned to affiliated agencies to preside over the implementation of poverty reduction models to organize surveys, determine the type of model, objectives, content, locality, time, funding, and formulate an implementation plan; submit to the Minister and heads of central agencies for approval; send to the Ministry of Labor, Invalids and Social Affairs to coordinate the direction and supervision of implementation.- The affiliated agency presiding over the implementation of poverty reduction models: directs, guides, and cooperates with localities and units to build projects according to legal regulations and then approve the project for implementation.

For poverty reduction model projects implemented by localities

- Based on the annual plan for replicating poverty reduction models approved by the provincial People's Committee, the Department of Labor, Invalids, and Social Affairs presides, cooperates with relevant departments and branches to implement.- Models proposed and implemented by the community: the communal People's Committee directs the construction of the project, submits it to the district People's Committee for approval to implement according to legal regulations.

Based on the decision to partly recover funds by the Minister, heads of central agencies, and the Chairman of the provincial People's Committee and the project approval decision, the communal People's Committee (where the project is implemented) holds meetings with the community and project participants to agree on the mechanism and method of recovering and revolving part of the funds in the form of cash or in-kind.
