Hydrological observations in Vietnam are carried out at 1:00, 7:00, 13:00, 19:00 everyday

This is a noteworthy content in Circular 08/2020/TT-BTNMT of the Ministry of Natural Resources and Environment of Vietnam stipulating the technical methods for hydrological observation, issued on September 11, 2020.

According to Article 4 of Circular 08/2020/TT-BTNMT, 09 principles for implementing observations at stations for observers in Vietnam are regulated as follows:

  1. Directly observe meteorological and hydrological elements according to the specifications from Article 7 to Article 30 of this Circular.
  2. Observe and record data honestly, objectively, and accurately assess the nature of the phenomenon. In case of suspicious phenomena, must re-observe and note in the observation log.
  3. Use measuring instruments that have valid certifications and calibration periods.
  4. Must check the measuring instruments before observation.
  5. Perform observations at the correct time and in the correct sequence.
  6. Maintain and preserve measuring instruments properly.
  7. Update new information into the station's technical dossier; send observational documents to the superior management unit as prescribed.
  8. When detecting dangerous, particularly dangerous hydrometeorological phenomena and unusual meteorological marine phenomena, promptly notify local authorities and superior management agencies as prescribed.
  9. Promptly report violations of the technical corridor of works, documents, and other facilities in Vietnam.

Additionally, in Article 5 of Circular 08/2020/TT-BTNMT, it is stipulated that observational results must be recorded in the observation log with a black pencil and data must be entered into the software as prescribed. The cover and explanation of the observation log must be written with black ink or dark blue ink; it must not be dirty, wrinkled, or torn. After the 7 pm daily observation time, observers must record and enter the results from the observation log into the report. For stations with automatic water level recorders, simplify the diagram, calculate the simplified chart, and enter data into the report. Calibrate the readings on the measuring instruments, check, calculate, preliminarily adjust results, and select characteristic values.

Specifically, daily at the observation times of 1 am, 7 am, 1 pm, and 7 pm, observers must compose telegrams and telegraph reports to the Information and Data Center of hydrometeorology in Vietnam. The deadline for submitting paper documents: each month, the station must submit to the Regional Hydrometeorological Station before the 5th of the following month; the Regional Hydrometeorological Station must submit documents to the Center for Hydrometeorological Observation before the end of that month.

The deadline for submitting digital documents: each month the station must send before the 5th of the following month to the Regional Hydrometeorological Station and the Center for Hydrometeorological Observation. For automatic stations, data must be continuously transmitted to the specified addresses. Follow the correct sample, configuration, data file format, and installation time.
