How to Stop and Park Your Vehicle Without Getting Penalized in Vietnam?

To avoid unfortunate administrative penalties, vehicle operators in Vietnam must comply with the regulations on stopping and parking as stipulated in the Road Traffic Law of 2008.

Clause 1, Article 18 of the Law on Road Traffic of Vietnam stipulates that stopping is the temporary stationary state of a vehicle for the time necessary for individuals to get on and off the vehicle, load or unload goods, or perform other tasks.

Meanwhile, parking is understood to be the stationary state of a vehicle without time limitation.

If a driver in Vietnam wishes to stop or park the vehicle, they must comply with the provisions of Clause 3, Article 18 and Article 19 of the 2008 Law on Road Traffic.

Article 18. Stopping, Parking on Roadways

3. When stopping or parking on roadways, drivers must adhere to the following regulations:

a) Signal to inform other drivers;

b) Stop or park in places with wide road shoulders or homestead land outside of the driving lane; if the shoulder is narrow or absent, stop or park close to the right edge of the road in the direction of travel;

c) If the road has designated stopping and parking places or specified stopping and parking points, vehicles must be stopped or parked at such locations;

d) After parking, drivers can only leave their vehicles once safety measures have been implemented; if the parked vehicle occupies part of the driving lane, a warning sign must be placed in front of and behind the vehicle to alert other Do not open doors, leave doors open, or disembark the vehicle without ensuring safety conditions;

e) When stopping, do not turn off the engine and do not leave the driver's seat;

g) Vehicles parked on inclines must have their wheels chocked.
Article 19. Stopping, Parking on Streets

Drivers stopping or parking on streets must comply with the provisions of Article 18 of this Law and the following regulations:

1. Vehicles must be stopped or parked close to the right-hand side of the street in the direction of travel; the closest wheel must not be more than 0.25 meters from the curb and must not obstruct or endanger traffic. In case of narrow streets, vehicles must be stopped or parked at least 20 meters from any parked vehicle on the opposite side.

2. Do not stop or park on tram tracks, over drainage covers, phone line covers, high voltage line covers, or fire hydrant access points. Do not leave vehicles on the roadway or sidewalk contrary to regulations.

Additionally, drivers in Vietnam must pay attention to no-stopping and no-parking areas specified in Clause 4, Article 18, such as:

- On the left side of one-way streets;

- On curved sections of roads or near the crest of hills where visibility is obstructed;

- On bridges or under overpasses;

- Parallel to a stopped or parked vehicle;

- On pedestrian crosswalks;

- At intersections and within 5 meters from the intersection boundaries;

- At bus stops

;- In front of and within 5 meters on both sides of the entrances of agencies or organizations;

- On road sections wide enough for only one lane of vehicles;

- Within railway safety zones;

- Obstructing roadway signs.

Anyone who violates the above regulations will be administratively sanctioned according to Decree 46/2016/ND-CP. The form of penalty is a fine ranging from 100,000 to 200,000 VND for violations of Clause 3, Article 18, and a fine ranging from 300,000 to 800,000 VND for violations of Clause 4, Article 18, and Article 19 of the 2008 Law on Road Traffic.
