How to Package Money That Does Not Meet Circulation Standards?

Recently, the Governor of the State Bank of Vietnam has consensually issued Circular No. 25/2013/TT-NHNN stipulating the collection and exchange of currency that does not meet circulation standards.

Currently, money that does not meet circulation standards includes paper money (cotton money and polymer money), and metallic money issued by the State Bank, which are in circulation but are torn, damaged, or deformed according to the standards for money not meeting circulation standards as stipulated in Circular 25.

The process of packing money not meeting circulation standards is carried out according to the guidelines in Circular 25/2013/TT-NHNN, specifically:

- After collecting, exchanging, and selecting money not meeting circulation standards, the exchange unit shall count, pack, seal, and preserve according to the current regulations of the State Bank. The customer's money exchange request form shall be retained at the exchange unit to facilitate investigation when necessary.- When receiving money not meeting circulation standards from exchange units, the branch of the State Bank, and the State Bank Transaction Office shall check the conditions before packing and sealing according to the current regulations.

- In cases where the money is deformed and cannot be bundled, the Central Treasury, the branch of the State Bank, and the State Bank Transaction Office shall pack according to the following method: 100 notes (pieces) of the same denomination shall be packed into one small bag, 10 small bags into one large bag, and 10 large bags into one sack. The money sacks shall be sealed and tagged according to current regulations.

- In cases where the quantity is insufficient for bundling (or bagging), the branch of the State Bank, the State Bank Transaction Office, and the exchange unit shall pack and preserve separately to facilitate counting and handover.
