The contents are detailed in Circular 30/2013/TT-BTNMT issued by the Minister of Natural Resources and Environment, regulating the integration of surveying, mapping or adjustment of cadastral maps and the registration, issuance of Certificates of Land Use Rights, Ownership of Houses and Assets attached to Land, construction of cadastral dossiers, and cadastral databases.
According to Circular 30/2013/TT-BTNMT, the construction of cadastral records and cadastral databases must be integrated with the process of surveying, mapping or revising cadastral maps, and registering, issuing Certificates.

To be specific, during the process of surveying, registering, issuing Certificates, the construction of cadastral databases should be integrated with the creation of cadastral records as follows:
- Photocopying Certificates for storage before handing over to land users;- Collecting, arranging, and numbering the records of registration procedures, issuing Certificates associated with the process of examination, approval for issuing Certificates at various levels for management and storage as per regulations;- For districts and provinces that have not yet constructed cadastral databases, establishing cadastral records must be tied to the process of evaluating registration files, issuing Certificates, and printing cadastral maps, cadastral books, land inventory books, and Certificate issuance books on paper for use at various levels according to the regulations of the Ministry of Natural Resources and Environment.
Note: For provinces and districts that have already constructed cadastral databases but still have communes or counties without the conditions to exploit, use, or update the cadastral databases, it is required to print and photocopy cadastral maps, cadastral books, land inventory books, and Certificate issuance books for those communes and counties to use and update changes according to regulations.
