This is notable content issued by the Minister of Industry and Trade in Circular 28/2014/TT-BCT stipulating the procedures for handling incidents in the national power system.
When an incident occurs, units involved in handling the incident within the national power system must bear the responsibility of applying all necessary measures to rectify the equipment malfunction as prescribed to promptly restore the power system to normal operating conditions and proceed with investigating the cause of the incident and propose preventive measures to avoid recurrence of the incident.
To be specific, Circular 28/2014/TT-BCT stipulates the reporting policies on national power system incidents as follows:
- Immediately after isolating the faulty component and temporarily fixing the abnormal operating condition in the national power system, the operating staff at the power station, power plant, or control center is responsible for sending a Quick Incident Report to the Dispatching Level with control authority;- Within 24 hours from the occurrence of the incident, the Operation Management Unit is responsible for sending an Incident Report to the Dispatching Level with control authority over the equipment;- Within 48 hours from the occurrence of the incident, the Dispatching Level with control authority is responsible for sending an Incident Report to the Dispatching Level with inspection authority;- After resolving the incident, the National Power System Dispatching Unit and the Operation Management Unit are responsible for sending an Incident Analysis Report of the power system under their control or management to the superior management unit when requested.
Furthermore, Circular 28 also specifies the form of Incident Report submission:
- The Quick Incident Report is to be sent via fax or email to the address provided by the Dispatching Level with control authority;- The Incident Report and Incident Analysis Report are to be sent in the following forms:
- Via fax or email to the address provided by the Dispatching Level with control authority;- Official submission via express mail service (dispatch).
