How to handle complaints and denunciations during admissions into People's Public Security schools of Vietnam?

Article 8 of Circular 03/2010/TT-BCA stipulates the resolution of complaints and denunciations during admissions of the Ministry of Public Security as follows:

1. Complaints, denunciations, petitions, and inquiries about recruitment and selection work in accordance with the law sent by officers, soldiers of the People's Police, and citizens to the functional agencies of the Ministry of Public Security or the police of units and localities must be received, reviewed, processed, resolved, and responded to by the heads of the units as prescribed by law. If necessary, report to the General Department of Building the People's Police Force for coordination and directive resolution as regulated by the Ministry of Public Security.

2. In cases where it has been verified and concluded that the exam participant or applicant has violated regulations and does not meet the conditions and standards, the recruitment and selection unit shall issue a decision to cancel the admission or selection decision within their authority and report to the General Department of Building the People's Police Force; at the same time, strictly discipline officers and soldiers who have violated the rules in the recruitment and selection of citizens in accordance with regulations.

3. The General Department of Building the People's Police Force is responsible for organizing inspections and checks on annual recruitment and selection work of the academies, police schools, and police units and localities. Upon discovering violations in recruitment and selection regulations at the units and localities, the General Director of the General Department of Building the People's Police Force, within their authority, shall issue decisions or report to the Minister to issue decisions requesting rectification, correction of violations, cancellation of wrongful recruitment results, and strict handling of violating units and individuals.
