How to Exploit the Housing Database and Real Estate Market?

To be specific, Article 18 of Decree 117/2015/ND-CP stipulates the forms of exploitation and use of the database on housing and the real estate market, including:

a) Via the internet;

b) Via the information portal regulated by the authority managing the database on housing and the real estate market;

c) Via dedicated network;

d) Through request forms or written requests;

dd) By contract between the authority managing the database on housing and the real estate market and the entities exploiting and using the data on housing and the real estate market as per the legal provisions.

Regarding the subjects and scope of exploitation and use of the database on housing and the real estate market, this Decree stipulates as follows:

- Agencies participating in the construction and maintenance of the database on housing and the real estate market have the right to exploit data within their management scope. The exploitation of such data beyond their management scope must be approved by the authority managing the database on housing and the real estate market;

- Competent state agencies have the right to request information provision regarding housing and the real estate market to serve state management, investigation, verification, and handling of law violations;

- Other agencies, organizations, and individuals have the right to request information provision regarding housing and the real estate market for their legitimate purposes;

- The authority managing the database on housing and the real estate market is not permitted to provide information that affects national security, business secrets of enterprises, and personal information, except in cases that serve investigation, verification, and handling of law violations and state management by competent agencies.
