How the Elderly and Prisoners Vote

How do people who are sick, elderly and unable to move, and people in detention centers or rehabilitation facilities who cannot go outside exercise their voting rights?

The above question is answered as follows:

Pursuant to Article 69 of the Law on Election of Deputies to the National Assembly and Deputies to People's Councils 2015:

- If voters are ill, elderly, or disabled and cannot come to the voting station, the Election Team brings an auxiliary ballot box and ballots to the voter's residence or treatment location for the voter to receive the ballot and vote, ensuring that the voter casts their vote personally without asking someone else to vote or drop the ballot on their behalf.

- At temporary detention centers, compulsory education centers, and compulsory rehabilitation centers, separate voting areas will be organized for voters in these facilities to cast their ballots.

- If separate voting areas are not organized at temporary detention centers, compulsory education centers, or compulsory rehabilitation centers, or if the voter is being temporarily held at a temporary detention house, the Election Team brings an auxiliary ballot box and ballots to the temporary detention center, temporary detention house, compulsory education center, or compulsory rehabilitation center for the voter to receive the ballot and vote.
