According to Article 140 of the Criminal Code 1999, as amended and supplemented in 2009, the offense of abusing trust to appropriate property is regulated as follows:

Anyone who commits one of the following acts to appropriate the property of another person valued from VND 4,000,000 to less than VND 50,000,000, or less than VND 4,000,000 but causes serious consequences, or has been administratively sanctioned for appropriating property, or has been convicted of the crime of appropriating property, and the conviction has not been expunged, shall be subject to a non-custodial reform for up to three years or imprisonment for between three months and three years:

- Borrowing, renting property of another person or receiving property from another person through contractual forms and then using deceitful tricks or fleeing to appropriate that property;- Borrowing, renting property of another person or receiving property from another person through contractual forms and has used that property for illegal purposes, leading to the inability to return the property.

Simultaneously, according to the provisions of Article 101 of the Criminal Procedure Code 2003, citizens can report crimes to the Investigation Agency, the Procuracy, the Court, or other agencies and organizations. If the report is made orally, the receiving agency or organization must make a record and obtain the signature of the reporter.

Agencies and organizations that discover or receive a citizen's crime report must immediately notify the Investigation Agency in writing about the crime.
