Circular 38/2015/TT-BLDTBXH stipulates that the national occupational skills certificate is the certification that a worker has the capability to perform tasks meeting the skill level requirements of a profession. The national occupational skills certificate consists of 05 (five) types classified into 05 (five) levels, from level I to level V, as follows:
