On March 02, 2018, the Ministry of Transport issued Circular 09/2018/TT-BGTVT detailing the procedures for addressing situations where passengers miss their train.
Circular 09 stipulates that passengers who miss their trains not due to the fault of the enterprise will have their tickets invalidated. The enterprise specifies the cases of missing trains due to objective causes and the measures to resolve them to support passengers.
Note, if passengers miss their trains due to the fault of the enterprise, the resolution is as follows:
- A representative of the enterprise must arrange for the passenger to take the earliest train that stops at the destination station indicated on the passenger's ticket. If the enterprise arranges a seat of a lower class than that indicated on the passenger's ticket, the enterprise is responsible for refunding the difference between the amount on the passenger's ticket and the actual price of the seat arranged. If the enterprise arranges a seat of a higher class than that indicated on the passenger's ticket, the passenger will not have to pay the additional cost;- Passengers have the right to request a ticket exchange for another date with a similar type of train as the ticket purchased and may only change once;- If the passenger decides not to continue waiting for the train, the enterprise must refund the entire ticket cost (if missing the train at the departure station) or the remaining ticket cost for the unused segment (if missing the train at an intermediate station);- The enterprise will also specify the support for passengers such as food, drinks, accommodations, and rest during the waiting period for the next train.
