How is the Shift Work Regime in Railway Transport Understood?

Circular 21/2015/TT-BGTVT stipulates the working hours and rest periods for employees engaged in work of a special nature in railway transportation, issued by the Minister of Transport on June 05, 2015.

Circular 21/2015/TT-BGTVT provides that the shift work regimen is a policy where workers take turns to continuously work both day and night shifts (24 hours continuously) for all days of the year to meet the requirements of railway transport, ensuring sufficient resting time for workers as stipulated by labor law.

In addition, the Circular also specifies that the shift time is the duration required for workers to be present at the workplace within a day (24 hours) to perform assigned tasks, including preparation time, operational time, standby time for resting on-site, and time to conclude work as per railway transport technology. The off-shift time is the duration of rest stipulated after finishing a shift to transition to the next shift.

Specifically, the railway personnel working in shifts include:

- Train dispatchers at the Railway Transport Control Centers in various regions;

- Managers, operators, service staff, and workers at the shift change points, handover points, or those working with locomotives and carriages;

- Managers, operators, service staff, and workers at stations and stops serving train operations and passenger or freight transport;

- Track patrollers, guards, and personnel protecting railway infrastructure (tracks, bridges, tunnels, level crossings, joint bridges, stations);

- Information, signal, and electrical staff on duty at stations, stops, level crossings, and power distribution points or central stations.
