the Government of Vietnam has just issued Decree 127/2017/ND-CP detailing the sealing and unsealing of exhibits.

The Sealing of Exhibits is to ensure the integrity of the exhibits by:

- Bringing the exhibits into a protected state, including packaging, boxing, placing them in containers, bottles, jars, and other forms (referred to as packaging, sealing) and affixing sealing paper over parts that can be opened to access, replace the exhibits or can affect the integrity of the exhibits;- For large or immovable exhibits, affix sealing paper on each part or on important components of the exhibits;- For certain types of exhibits, locks, lead seals, steel wires, and other forms can be used to wrap the exhibits and then affixing sealing paper.

Sealing paper is highly durable paper, on which the name of the principal agency organizing the sealing of exhibits, full names, signatures or a thumbprint (with a note of the full name of the thumbprinting person) of those organizing the sealing of exhibits, participants in the sealing of exhibits, the time of sealing, and the official stamp of the competent agency are recorded. (Clause 3 Article 3 Decree 127/2017/ND-CP).
