Circular 83/2015/TT-BGTVT regulating the organization and operation of the Inland Waterway Port Authority, issued by the Ministry of Transport on December 30, 2015, has set forth the regulations on the organizational structure of the Inland Waterway Port Authority.
According to Circular 83/2015/TT-BGTVT, the Inland Waterway Port Authority is constituted by the following departments:
- Professional departments include: Finance; Legal Affairs; Port and wharf management; Inspection - Safety (for Inland Waterway Port Authorities under the Vietnam Inland Waterway Administration); additionally, depending on specific conditions, other professional departments may be established;- Representatives of the Inland Waterway Port Authority.
Furthermore, within the organizational structure of the Inland Waterway Port Authority, the Representatives of the Inland Waterway Port Authority are allowed to use their own seal and carry out specialized state management functions at the inland waterway ports and wharfs. Depending on the requirements and actual management areas, the Representatives of the Inland Waterway Port Authority can organize Inland Waterway Port Authority Teams as decided by the Director of the Inland Waterway Port Authority.
Additionally, the establishment, reorganization, and dissolution of professional departments and Representatives of the Inland Waterway Port Authority are decided by the Director of Vietnam Inland Waterway Administration or the Director of the Department of Transportation based on recommendations from the Director of the Inland Waterway Port Authority. The functions, tasks, and powers of the professional departments and Representatives are defined by the Director of the Inland Waterway Port Authority.
